Based on China＇s provincial panel data from 2004 to 2014,the net effect and threshold characteristics of local governments＇ fiscal expenditure structure on environmental pollution were tested with the nonlinear pane...Based on China＇s provincial panel data from 2004 to 2014,the net effect and threshold characteristics of local governments＇ fiscal expenditure structure on environmental pollution were tested with the nonlinear panel threshold model. The results showed that the net effect of fiscal expenditure structure on regional pollution emission intensity had significant inverted V-shaped single threshold characteristics. Besides,the threshold value of economic density was 6. 039 6 million yuan/km^2,and that of population density was 201 people/km^2. That is,the fiscal expenditure structure inclining to productive expenditure was relatively conducive to the promotion of pollution reduction in the areas with low economic density or low population density. The fiscal expenditure structure inclining to non-productive expenditure was relatively conducive to the promotion of pollution reduction in the areas with high economic density or high population density.展开更多
Under the dual drivers of global climate governance and carbon neutrality goals,agricultural carbon emission reduction has become a pivotal component of regional green transformation.This study focuses on Guangdong,a ...Under the dual drivers of global climate governance and carbon neutrality goals,agricultural carbon emission reduction has become a pivotal component of regional green transformation.This study focuses on Guangdong,a major province,employing the LMDI decomposition mode to systematically analyze the driving mechanis of agricultural carbon emissions.It reveals that the low ecological compensation standard,industrial path dependence,and high-carbon energy lock-in consti-tute core constraints.The research finds that the absence of ecological compensation standards and the structural imbalance of traditional subsidy policies induce diminishing marginal benefits in carbon reduction due to structural imbalances,while persistent funding shortages in low-carbon technology R&D further weaken emission reduction efficacy,exacerbating compatibility contradictions between emission policies and production practices.Through the comparison of domestic and foreign experiences,it is found that under the global wave of low-carbon transformation in agriculture,the ecological compensation optimization layer should establish a calculation system for the carbon sink value of cultivated land and differentiated compensation standards;the fiscal and taxation policy coordination layer should implement a tiered carbon tax on agricultural inputs and carbon sink pledge financing incentives.Constructing a fiscal expenditure and fiscal and taxation coordination mechanism that suits regional characteristics is the key path to resolving the contradiction between the technical economy and ecological sustainability of emission reduction.展开更多
This article introduces four of the latest,high-quality papers published in China’s top journals.The first article is an in-depth discussion of"government as a platform"contributing to an emerging and timel...This article introduces four of the latest,high-quality papers published in China’s top journals.The first article is an in-depth discussion of"government as a platform"contributing to an emerging and timely discussion of digital government in the public management literature.By employing the theory of"loose coupling"from organizational institutionalism,the second study introduces a new theoretical concept,that is,a"security zone for achievement"to synthesize the seemingly contradictory propositions derived from credit claiming and blame avoidance,based on a city’s trajectory in a Smart City project.The third paper proposes a theoretical alternative,prioritizing the Party committee’s assigned tasks,to supplement the existing explanations of local governance in China as applied to water treatment in provincial China.Such a mechanism is different from the campaign-style governance model because the Party committee plays a key role in providing substantial institutional incentives.The final paper conceptualizes institutional frictions in the Chinese context and explains different spending patterns across functional expenditures at the provincial level,suggesting a local leader’s tenure may influence target selections for punctuated expenditures.The paper concludes with a brief summary.展开更多
