The trajectory of democratic transition in Africa has been marred by optimism in the post-cold war period,but it has taken a new turn in recent years with surge in autocracies and a remarkable resurgence of abrupt unc...The trajectory of democratic transition in Africa has been marred by optimism in the post-cold war period,but it has taken a new turn in recent years with surge in autocracies and a remarkable resurgence of abrupt unconstitutional seizures of power in recent years in sub-Saharan Africa.This is well manifested in the Horn of Africa,as the process of democratic transition has largely retrogressed and stalled at the best,particularly in the case of South Sudan.Despite this bumpy road to democratic transition,there is a dearth of understanding of the drivers stalling democratic transition in South Sudan.This necessitates a better analysis of these drivers and to put South Sudan on a sustainable path toward democratic transition.This paper is an attempt to provide evidence-driven understanding of democratic transitions in South Sudan.The paper adopts a multidisciplinary framework of various theoretical approaches for analyzing the democratic transition in South Sudan.Based on hybrid research methods and a thorough analysis that is grounded on the political economy approach,the paper shows that the path toward democratic transitions in South Sudan has been constrained by a web of intertwined political,economic,and security challenges that inhibit the conduct of the first general elections in the youngest country of South Sudan.Some of these challenges include the fallacy of power-sharing peace agreement,kleptocratic economic governance,and politicized and ethnicitized security sector.As a microcosm of the Horn of Africa,the case study of South Sudan provides some implications and practical recommendations for governing better the democratic transitions in the region.Some of these recommendations include adoption of a realistic and regionally-centered mediation strategy,considering other options beyond power-sharing formula for managing the post-conflict political transitions,considering more credible sunset clause besides the conduct of elections for ending the political transitions,and more involvement of civil society in all phases of peace agreements,particularly the monitoring and oversight mechanisms.展开更多

Methods: Ninety-two patients scheduled for elective surgery in the surgical department between August 2021 and August 2023 were selected and divided into groups using a random number table. The observation group received preoperative psychological interventions, while the reference group received standard preoperative care. Anxiety and depression scores, fear grading, vital signs, and self-efficacy levels were compared. Results: After the intervention, the anxiety and depression scores in the observation group were lower than those in the reference group, and the proportion of fear graded as Level I was higher. During the waiting period and 15 minutes before entering the operating room, vital sign levels in the observation group were lower than those in the reference group. Additionally, the self-efficacy scores of the observation group were significantly higher than those of the reference group (P < 0.05). Conclusion: Preoperative psychological interventions can alleviate negative emotions, stabilize preoperative vital signs, and significantly improve self-efficacy in patients undergoing elective surgery, demonstrating high feasibility for implementation.展开更多

OBJECTIVE To evaluate the safety and effectiveness of robot-assisted percutaneous coronary intervention(R-PCI)compared to traditional manual percutaneous coronary intervention(M-PCI).METHODS This prospective,multicent...OBJECTIVE To evaluate the safety and effectiveness of robot-assisted percutaneous coronary intervention(R-PCI)compared to traditional manual percutaneous coronary intervention(M-PCI).METHODS This prospective,multicenter,randomized controlled,non-inferior clinical trial enrolled patients with coronary heart disease who met the inclusion criteria and had indications for elective percutaneous coronary intervention.Participants were randomly assigned to either the R-PCI group or the M-PCI group.Primary endpoints were clinical and technical success rates.Clinical success was defined as visually estimated residual post-percutaneous coronary intervention stenosis<30% with no 30-day major adverse cardiac events.Technical success in the R-PCI group was defined as successful completion of percutaneous coronary intervention using the ETcath200 robot-assisted system,without conversion to M-PCI in the event of a guidewire or balloon/stent catheter that was unable to cross the vessel or was poorly supported by the catheter.Secondary endpoints included total procedure time,percutaneous coronary intervention procedure time,fluoroscopy time,contrast volume,operator radiation exposure,air kerma,and dose-area product.RESULTS The trial enrolled 152 patients(R-PCI:73 patients,M-PCI:79 patients).Lesions were predominantly B2/C type(73.6%).Both groups achieved 100% clinical success rate.No major adverse cardiac events occurred during the 30-day follow-up.The R-PCI group had a technical success rate of 100%.The R-PCI group had longer total procedure and fluoroscopy times,but lower operator radiation exposure.The percutaneous coronary intervention procedure time,contrast volume,air kerma,and dose-area product were similar between the two groups.CONCLUSIONS For certain complex lesions,performing percutaneous coronary intervention using the ETcath200 robot-assisted system is safe and effective and does not result in conversion to M-PCI.展开更多

In this study,we present a collection of local models,termed geographically weighted(GW)models,which can be found within the GWmodel R package.A GW model suits situations when spatial data are poorly described by the ...In this study,we present a collection of local models,termed geographically weighted(GW)models,which can be found within the GWmodel R package.A GW model suits situations when spatial data are poorly described by the global form,and for some regions the localized fit provides a better description.The approach uses a moving window weighting technique,where a collection of local models are estimated at target locations.Commonly,model parameters or outputs are mapped so that the nature of spatial heterogeneity can be explored and assessed.In particular,we present case studies using:(i)GW summary statistics and a GW principal components analysis;(ii)advanced GW regression fits and diagnostics;(iii)associated Monte Carlo significance tests for non-stationarity;(iv)a GW discriminant analysis;and(v)enhanced kernel bandwidth selection procedures.General Election data-sets from the Republic of Ireland and US are used for demonstration.This study is designed to complement a companion GWmodel study,which focuses on basic and robust GW models.展开更多

China's universal two child policy was released in October of 2015.How would this new policy influence the rate of overall cesarcan delivery(CD)in China?The objective of this paper is to investigate the trend of o...China's universal two child policy was released in October of 2015.How would this new policy influence the rate of overall cesarcan delivery(CD)in China?The objective of this paper is to investigate the trend of overall CD rate with the increase of number of multiparous women based on a big childbirth center of China(a tertiary hospital)in 2016.In this study,22530 cases from the medical record department of a big childbirth center of China from January 1 to December 31 in 2016 were entolled as research objects.Electronic health records of these selected objects were retrieved.According t0 the history of childbirth,the selected cases were divided into primiparous group containing 16340 cases and multiparous group containing 6190 cases.Chi-square test was carried out to compare the rate of CD,neuraxial labor analgesia,maternity insurance between the two groups;1-test was performed to compare the in-hospital days and gestational age at birth between the two groups.Pearson corrclation coefficient was used to evaluate the rclationship among observed monthly rate of multiparas,overall CD rate,and Elective Repeat Cesarean Delivery(ERCD)rate.The results showed that the CD rate in multiparous group was 55.46%,which was higher than that in primiparous group(34.66%,P<0.05).The rate of neuraxial labor analgesia in multiparas group was 9.29%,which was lower than that in primiparas group(35.94%,P<0.05).However,the rate of maternity insurance was higher in multiparas group(57.00%)than that in primiparas group(41.08%,P<0.05).The hospital cost and in-hospital days in multiparas group were higher,and the gcstational age at birth in multiparas group was lower than in primiparas group(P<0.05).The overall CD rate slightly dropped in the first 4 months of the year(P<0.05),then increased from 36.27%(April)to 43.21%(Dcember)(P<0.05).The rate of multiparas women and ERCD had the same trend(P<0.05).There were linear correlations among the rate of overall CD,the rate of multiparas women and the rate of ERCD rate(P<0.05).With the opening of China's two-child policy,the increasing rate of overall CD is directly related with the high rate of ERCD.Trials of Labor After Cesarean Section(TOLAC)in safe mode to reduce overall CD rate are warranted in the future.展开更多

In this method, by solving the SchrSdinger equation of the weakest bound electron, the expressions of energy eigenvalue and the radial function can be obtained. And a coupled equation is used to determine the parameters which are needed in the calculations. The ob- tained results of Sc(III) from this work agree very well with the accepted values taken from the National Institute of Standards and Technoligy (NIST) data base, most deviations are within the accepted level. For Y(Ⅲ) there are no accepted values reported by the NIST data base. So we compared our results of Y(Ⅲ) with other theoretical results, good agreement is also obtained.展开更多
Sentiment analysis plays a vital role in understanding public opinions and sentiments toward various topics.In recent years,the rise of social media platforms(SMPs)has provided a rich source of data for analyzing publ...Sentiment analysis plays a vital role in understanding public opinions and sentiments toward various topics.In recent years,the rise of social media platforms(SMPs)has provided a rich source of data for analyzing public opinions,particularly in the context of election-related conversations.Nevertheless,sentiment analysis of electionrelated tweets presents unique challenges due to the complex language used,including figurative expressions,sarcasm,and the spread of misinformation.To address these challenges,this paper proposes Election-focused Bidirectional Encoder Representations from Transformers(ElecBERT),a new model for sentiment analysis in the context of election-related tweets.Election-related tweets pose unique challenges for sentiment analysis due to their complex language,sarcasm,andmisinformation.ElecBERT is based on the Bidirectional Encoder Representations from Transformers(BERT)language model and is fine-tuned on two datasets:Election-Related Sentiment-Annotated Tweets(ElecSent)-Multi-Languages,containing 5.31 million labeled tweets in multiple languages,and ElecSent-English,containing 4.75million labeled tweets in English.Themodel outperforms othermachine learning models such as Support Vector Machines(SVM),Na飗e Bayes(NB),and eXtreme Gradient Boosting(XGBoost),with an accuracy of 0.9905 and F1-score of 0.9816 on ElecSent-Multi-Languages,and an accuracy of 0.9930 and F1-score of 0.9899 on ElecSent-English.The performance of differentmodels was compared using the 2020 United States(US)Presidential Election as a case study.The ElecBERT-English and ElecBERT-Multi-Languages models outperformed BERTweet,with the ElecBERT-English model achieving aMean Absolute Error(MAE)of 6.13.This paper presents a valuable contribution to sentiment analysis in the context of election-related tweets,with potential applications in political analysis,social media management,and policymaking.展开更多

文摘China's universal two child policy was released in October of 2015.How would this new policy influence the rate of overall cesarcan delivery(CD)in China?The objective of this paper is to investigate the trend of overall CD rate with the increase of number of multiparous women based on a big childbirth center of China(a tertiary hospital)in 2016.In this study,22530 cases from the medical record department of a big childbirth center of China from January 1 to December 31 in 2016 were entolled as research objects.Electronic health records of these selected objects were retrieved.According t0 the history of childbirth,the selected cases were divided into primiparous group containing 16340 cases and multiparous group containing 6190 cases.Chi-square test was carried out to compare the rate of CD,neuraxial labor analgesia,maternity insurance between the two groups;1-test was performed to compare the in-hospital days and gestational age at birth between the two groups.Pearson corrclation coefficient was used to evaluate the rclationship among observed monthly rate of multiparas,overall CD rate,and Elective Repeat Cesarean Delivery(ERCD)rate.The results showed that the CD rate in multiparous group was 55.46%,which was higher than that in primiparous group(34.66%,P<0.05).The rate of neuraxial labor analgesia in multiparas group was 9.29%,which was lower than that in primiparas group(35.94%,P<0.05).However,the rate of maternity insurance was higher in multiparas group(57.00%)than that in primiparas group(41.08%,P<0.05).The hospital cost and in-hospital days in multiparas group were higher,and the gcstational age at birth in multiparas group was lower than in primiparas group(P<0.05).The overall CD rate slightly dropped in the first 4 months of the year(P<0.05),then increased from 36.27%(April)to 43.21%(Dcember)(P<0.05).The rate of multiparas women and ERCD had the same trend(P<0.05).There were linear correlations among the rate of overall CD,the rate of multiparas women and the rate of ERCD rate(P<0.05).With the opening of China's two-child policy,the increasing rate of overall CD is directly related with the high rate of ERCD.Trials of Labor After Cesarean Section(TOLAC)in safe mode to reduce overall CD rate are warranted in the future.

文摘An unconditionally secure authority-certified anonymous quantum key distribution scheme using conjugate coding is presented, based on which we construct a quantum election scheme without the help of an entanglement state. We show that this election scheme ensures the completeness, soundness, privacy, eligibility, unreusability, fairness, and verifiability of a large-scale election in which the administrator and counter are semi-honest. This election scheme can work even if there exist loss and errors in quantum channels. In addition, any irregularity in this scheme is sensible.
文摘The Weakest Bound Electron Potential Model theory is used to calculate transition probability-values and oscillator strength-values for individual lines of Sc(Ⅲ) and Y(Ⅲ). In this method, by solving the SchrSdinger equation of the weakest bound electron, the expressions of energy eigenvalue and the radial function can be obtained. And a coupled equation is used to determine the parameters which are needed in the calculations. The ob- tained results of Sc(III) from this work agree very well with the accepted values taken from the National Institute of Standards and Technoligy (NIST) data base, most deviations are within the accepted level. For Y(Ⅲ) there are no accepted values reported by the NIST data base. So we compared our results of Y(Ⅲ) with other theoretical results, good agreement is also obtained.

文摘Sentiment analysis plays a vital role in understanding public opinions and sentiments toward various topics.In recent years,the rise of social media platforms(SMPs)has provided a rich source of data for analyzing public opinions,particularly in the context of election-related conversations.Nevertheless,sentiment analysis of electionrelated tweets presents unique challenges due to the complex language used,including figurative expressions,sarcasm,and the spread of misinformation.To address these challenges,this paper proposes Election-focused Bidirectional Encoder Representations from Transformers(ElecBERT),a new model for sentiment analysis in the context of election-related tweets.Election-related tweets pose unique challenges for sentiment analysis due to their complex language,sarcasm,andmisinformation.ElecBERT is based on the Bidirectional Encoder Representations from Transformers(BERT)language model and is fine-tuned on two datasets:Election-Related Sentiment-Annotated Tweets(ElecSent)-Multi-Languages,containing 5.31 million labeled tweets in multiple languages,and ElecSent-English,containing 4.75million labeled tweets in English.Themodel outperforms othermachine learning models such as Support Vector Machines(SVM),Na飗e Bayes(NB),and eXtreme Gradient Boosting(XGBoost),with an accuracy of 0.9905 and F1-score of 0.9816 on ElecSent-Multi-Languages,and an accuracy of 0.9930 and F1-score of 0.9899 on ElecSent-English.The performance of differentmodels was compared using the 2020 United States(US)Presidential Election as a case study.The ElecBERT-English and ElecBERT-Multi-Languages models outperformed BERTweet,with the ElecBERT-English model achieving aMean Absolute Error(MAE)of 6.13.This paper presents a valuable contribution to sentiment analysis in the context of election-related tweets,with potential applications in political analysis,social media management,and policymaking.
