The increasing cost of infrastructure development risks stifling national investment plans.Many projects in Uganda have suffered because of the frequency and magnitude of claims made by parties involved especially the...The increasing cost of infrastructure development risks stifling national investment plans.Many projects in Uganda have suffered because of the frequency and magnitude of claims made by parties involved especially the contractors.As a result,the construction industry is plagued with claims which quite often lead to adversarial relationships.The major grounds for claims were identified through studying the contract documents where claims had been made.Increase in scope;change orders;errors in contract documents;inclement weather;inflation;delay in possessing the site;and change in the tax policy were the most prevalent grounds for making claims.Problems identified in claiming process include delays in getting approval;information on claims not reliable;hostility from the parties involved;pricing of claims;delays in effecting payment when approved;and overzealous contract interpretation leading to misunderstanding and delays Using a survey on project managers for 64 contractors and their corresponding clients or their representatives,the major ways in which it can be reduced were identified as being thoroughness during the design phase;providing for inflation;proper planning of works;using prequalified contractors;and proper documentation of records.Clients have a big role to play in reducing claims.展开更多

Electronic auctions(e-auctions)remove the physical limitations of traditional auctions and bring this mechanism to the general public.However,most e-auction schemes involve a trusted auctioneer,which is not always cre...Electronic auctions(e-auctions)remove the physical limitations of traditional auctions and bring this mechanism to the general public.However,most e-auction schemes involve a trusted auctioneer,which is not always credible in practice.Some studies have applied cryptography tools to solve this problem by distributing trust,but they ignore the existence of collusion.In this paper,a blockchain-based Privacy-Preserving and Collusion-Resistant scheme(PPCR)for double auctions is proposed by employing both cryptography and blockchain technology,which is the first decentralized and collusion-resistant double auction scheme that guarantees bidder anonymity and bid privacy.A two-server-based auction framework is designed to support off-chain allocation with privacy preservation and on-chain dispute resolution for collusion resistance.A Dispute Resolution agreement(DR)is provided to the auctioneer to prove that they have conducted the auction correctly and the result is fair and correct.In addition,a Concise Dispute Resolution protocol(CDR)is designed to handle situations where the number of accused winners is small,significantly reducing the computation cost of dispute resolution.Extensive experimental results confirm that PPCR can indeed achieve efficient collusion resistance and verifiability of auction results with low on-chain and off-chain computational overhead.展开更多

BACKGROUND The risks associated with negative doctor-patient relationships have seriously hindered the healthy development of medical and healthcare and aroused wide-spread concern in society.The number of public comm...BACKGROUND The risks associated with negative doctor-patient relationships have seriously hindered the healthy development of medical and healthcare and aroused wide-spread concern in society.The number of public comments on doctor-patient relationship risk events reflects the degree to which the public pays attention to such events.Thirty incidents of doctor-patient disputes were collected from Weibo and TikTok,and 3655 related comments were extracted.The number of comment sentiment words was extracted,and the comment sentiment value was calculated.The Kruskal-Wallis H test was used to compare differences between each variable group at different levels of incidence.Spearman’s correlation analysis was used to examine associations between variables.Regression analysis was used to explore factors influencing scores of comments on incidents.RESULTS The study results showed that public comments on media reports of doctor-patient disputes at all levels are mainly dominated by“good”and“disgust”emotional states.There was a significant difference in the comment scores and the number of partial emotion words between comments on varying levels of severity of doctor-patient disputes.The comment score was positively correlated with the number of emotion words related to positive,good,and happy)and negatively correlated with the number of emotion words related to negative,anger,disgust,fear,and sadness.CONCLUSION The number of emotion words related to negative,anger,disgust,fear,and sadness directly influences comment scores,and the severity of the incident level indirectly influences comment scores.展开更多
