Mountains of hope:contributing to the sustainable development goals through integrated landslide disaster risk management

Landslides represent a growing global challenge,particularly in mountainous and rapidly urbanising regions where environmental degradation and socio-economic vulnerabilities converge.This study investigates the interrelationships between Integrated Landslide Disaster Risk Management(ILDRiM)and the United Nations Sustainable Development Goals(SDGs),advancing a systemsbased understanding of landslide risk as a socially constructed and development-driven phenomenon.Drawing on a narrative literature review and a Design Structure Matrix(DSM),the research identifies eight critical drivers of landslide disaster risk:deforestation,climate change,urbanisation,infrastructure development,community vulnerability,exposure to landslides,ineffective governance,and lack of scientific integration into policymaking.The DSM framework systematically maps these drivers against the 17 SDGs to evaluate the nature and strength of their interactions.The analysis reveals significant synergies,where addressing specific drivers supports multiple SDGs,and trade-offs,where risk reduction efforts may inadvertently hinder other development objectives if not implemented inclusively and strategically.Findings underscore the transformative potential of embedding ILDRiM within national and local development frameworks.Prioritising governance reform,scientific innovation,and resilient infrastructure(SDGs 16,17,and 9)is particularly effective for advancing landslide risk reduction while supporting broader sustainability outcomes.The study also highlights the need for anticipatory,cross-sectoral,and community-driven approaches to risk governance.This research offers actionable insights for policymakers,practitioners,and researchers seeking to align disaster risk management with sustainable development planning.It proposes a novel methodology for assessing systemic interlinkages between disaster risk drivers and the SDGs.It calls for further research to refine data integration,address context-specific risks,and strengthen the evidence base for risk-informed development.By operationalising ILDRiM through the SDG framework,this study supports creating more resilient,equitable,and sustainable communities in landslide-prone regions. 展开更多

This study was conducted to develop a comprehensive framework for empowering women who work in disaster risk governance in Sri Lanka.Women's empowerment in disaster risk governance has been identified as a strategy to reduce women's vulnerability to disasters and strengthen the disaster risk governance system towards building a resilient society.The study was conducted within the Sri Lankan disaster preparedness system because of the high disaster profile and the lower level of women's empowerment in the decision-making system.A case study strategy was employed for data collection.Three highly disaster-prone districts were selected and we conducted 26 semistructured case study interviews.In addition,14 expert interviews were conducted for better triangulating the results.Thematic analysis and cognitive mapping were adopted for data analysis and identifying strategies.Based on the study findings,a comprehensive framework was developed with four intervention mechanisms:individual,community,organizational,and legislative.Each group of interventions was divided into primary and secondary actions based on their priorities.The validated framework will guide policymakers and practitioners in supporting women's empowerment in governance with the ultimate objective of enhancing societal resilience. 展开更多

Despite the increasing global emphasis on decentralized disaster risk reduction(DRR),the capacity of local institutions to implement eff ective risk governance strategies remains inconsistent and often inadequate.This study conducted a comparative analysis of institutional vulnerability at the municipal level in two hazard-prone regions:Teziutlán,Mexico,and Tola,Nicaragua.It employed comparative case study methods alongside structured surveys administered to local DRR actors.An integrated analytical framework was used,synthesizing the Pressure and Release model,the Forensic Investigations of Disasters approach,the MOVE framework,and the Institutional Analysis and Development model.The research identified key institutional vulnerabilities,including preparedness,coordination,information access,infrastructure,legal enforcement,climate integration,and informal governance.The findings indicate that the deficiencies within these institutions are not merely technical but are significantly influenced by systemic disparities in power,resource allocation,and political stability.Both municipalities exhibit notable gaps between formal DRR mandates and their operational implementation,reflecting a structural disjunction between institutions articulated in policy(institutions-in-form)and those in practice(institutions-inuse).The study concluded that eff ectively addressing institutional vulnerability necessitates transitioning from compliancedriven reforms towards integrated strategies that foster institutional learning,enhance cross-sectoral coordination,promote climate adaptation,and acknowledge informal and community-based governance structures.These findings off er policyrelevant insights for national and regional policymakers seeking to strengthen the institutional foundations of local DRR implementation within Latin America and comparable decentralized governance contexts. 展开更多

Natural disaster risk monitoring is an important task for disaster prevention and reduction.In the case of immovable cultural relics,however,the feedback mechanism,risk factors,monitoring logic,and monitoring indicators of natural disaster risk monitoring are complex.How to achieve intelligent perception and monitoring of natural disaster risk for immovable cultural relics has always been a focus and a challenge for researchers.Based on the analysis of the concepts and issues related to the natural disaster risk of immovable cultural relics,this paper proposes a framework for natural disaster risk monitoring for immovable cultural relics based on the digital twin.This framework focuses on risk monitoring,including the physical entities of natural disaster risk for immovable cultural relics,monitoring indicators,and virtual entity construction.A platform for monitoring the natural disaster risk of immovable cultural relics is proposed.Using the Puzhou Ancient City Site as a test bed,the proposed concept can be used for monitoring the natural disaster risk of immovable cultural relics at different scales. 展开更多

Mapping Climate Services for Disaster Risk Management: A Systematic Review and Research Gaps from a Policy Process Perspective

Climate services (CS) are crucial for mitigating and managing the impacts and risks associated with climate-induced disasters. While evidence over the past decade underscores their effectiveness across various domains, particularly agriculture, to maximize their potential, it is crucial to identify emerging priority areas and existing research gaps for future research agendas. As a contribution to this effort, this paper employs the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) methodology to review the state-of-the-art in the field of climate services for disaster risk management. A comprehensive search across five literature databases combined with a snowball search method using ResearchRabbit was conducted and yielded 242 peer-reviewed articles, book sections, and reports over 2013-2023 after the screening process. The analysis revealed flood, drought, and food insecurity as major climate-related disasters addressed in the reviewed literature. Major climate services addressed included early warning systems, (sub)seasonal forecasts and impact-based warnings. Grounded in the policy processes’ theoretical perspective, the main focus identified and discussed three prevailing policy-oriented priority areas: 1) development of climate services, 2) use-adoption-uptake, and 3) evaluation of climate services. In response to the limitations of the prevalent supply-driven and top-down approach to climate services promotion, co-production emerges as a cross-cutting critical aspect of the identified priority areas. Despite the extensive research in the field, more attention is needed, particularly pronounced in the science-policy interface perspective, which in practice bridges scientific knowledge and policy decisions for effective policy processes. This perspective offers a valuable analytical lens as an entry point for further investigation. Hence, future research agendas would generate insightful evidence by scrutinizing this critical aspect given its importance to institutions and climate services capacity, to better understand intricate facets of the development and the integration of climate services into disaster risk management. 展开更多

This study draws from detailed qualitative case studies of three schools that practise disaster risk reduction (DRR) education initiatives in their curriculum in Nepal. Using curriculum mapping and discourse analysis, it aims to elaborate the significance of relevant disaster risk reduction (DRR) content in school curriculum to prepare youths for disaster response and recovery. It elaborates the nature of the current DRR content covered in curricula and textbooks and provides suggestions to address the identified disaster-related issues in the school curriculum. It further elaborates that incorporation of local and contextualised DRR content in school curricula contributes to the establishment of the “culture of resilience” in disaster prone context like Nepal. It concludes that more organised and holistic approach is essential to develop disaster and management knowledge, skills and attitudes to youths. 展开更多

The occurrence and impacts of disasters including the education sector can be studied through a social problem lens. This paper draws meaning and understanding of DRR education using the sociological disciplinary framework in a detailed qualitative case study of three schools as they responded to the devastating Gorakha earthquake in 2015 and other disasters in Nepal. This paper considers the three sub-disciplines of sociology: the sociology of disaster, the sociology of education and the sociology of education governance in a development context. These sub-disciplines are nested together to analyse social, political and historical factors and their relationships which are helpful to identify risks and vulnerabilities in the education sector in Nepal. These are the major areas to explore the disaster context and needs of context-specific education acts (hereafter DRR education) to minimise the potential risks of disasters. The article concludes that the social disciplinary framework is significantly useful to analyse DRR education provisions and implications of education governance to mobilise school in disaster preparedness, response and recovery. 展开更多

On a global scale,from 2005 to 2019,there were 275 high-magnitude,low-frequency disasters that involved 14,172 fatalities and four million affected people.Similar patterns have taken place during longer periods of time in recent decades.This paper aims to analyse the contribution of the international landslide research community to disaster risk reduction and disaster risk management in reference to the use of Unmanned Aerial Vehicles(UAVs)in a literature review.The first section notes the relevance of disaster risk research contributions for the implementation of initiatives and strategies concerning disaster risk management.The second section highlights background information and current applications of drones in the field of hazards and risk.The methodology,which included a systematic peer review of journals in the ISI Web of Science and SCOPUS,was presented in the third section,where the results include analyses of the considered data.This study concludes that most current scholarly efforts remain rooted in hazards and post-disaster evaluation and response.Future landslide disaster risk research should be transdisciplinary in order to strengthen participation of the various relevant stakeholders in contributing to integrated disaster risk management at local,subnational,national,regional and global levels. 展开更多

Scenario modelling and the risk assessment of natural disasters is one of the hotspots in disaster research. However, up until now, urban natural disaster risk assessments lack common procedures and programmes. This paper selects rainstorm waterlogging as a disaster to research, which is one of the most frequently occurring hazards for most cities in China. As an example, we used a small-scale integrated methodology to assess risks relating to rainstorm waterlogging hazards in the Jing'an District of Shanghai. Based on the basic concept of disaster risk, this paper applies scenario modelling to express the risk of small-scale urban rainstorm waterlogging disasters in different return periods. Through this analysis of vulnerability and exposure, we simulate different disaster scenarios and propose a comprehensive analysis method and procedure for small-scale urban storm waterlogging disaster risk assessments. A grid-based Geographical Information System (GIS) approach, including an urban terrain model, an urban rainfall model and an urban drainage model, was applied to simulate inundation area and depth. Stage-damage curves for residential buildings and contents were then generated by the loss data of waterlogging from field surveys, which were further applied to analyse vulnerability, exposure and loss assessment. Finally, the exceedance probability curve for disaster damage was constructed using the damage of each simulated event and the respective exceedance probabilities. A framework was also developed for coupling the waterlogging risk with the risk planning and management through the exceedance probability curve and annual average waterlogging loss. This is a new exploration for small-scale urban natural disaster scenario simulation and risk assessment. 展开更多

Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards loca... Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards located along the belt and road bring great challenges to the success of BRI. In this framework, a 5-year international program was launched to address issues related to hazards assessment and disaster risk reduction(DRR). The first workshop of this program was held in Beijing with international experts from over 15 countries. Risk conditions on Belt and Road Countries(BRCs) have been shared and science and technology advancements on DRR have been disseminated during the workshop. Under this program, six task forces have been setup to carry out collaborative research works and three prioritized study areas have been established. This workshop announced the launching of this program which involved partners from different countries including Pakistan, Nepal, Russia, Italy, United Kingdom, Sri Lanka and Tajikistan. The program adopted the objectives of Sendai Framework for Disaster Risk Reduction 2015-2030 and United Nation Sustainable Development Goals 2030 and was implemented to assess disaster risk in BRCs and to propose suitable measures for disaster control which can be appropriate both for an individual country and for specific sites. This paper deals with the outcomes of the workshop and points out opportunities for the near future international cooperation on this matter. 展开更多

As a discipline,the science of natural hazards and disaster risk aims to explain the spatial-temporal pattern,process and mechanism,emergency response and risk mitigation of natural hazards,which requires a multidisci-plinary and interdisciplinary approach.With the support of Natural Science Finance of China(NSFC)and Chinese Academy of Sciences(CAS),in-depth research and systematic analysis on natural hazards and disaster risk were conducted.In this paper,the state of the art in research on natural hazards is summarized from seven aspects:formation process,mechanism and dynamic of natural hazards,disaster risk assessment,forecast,monitoring and early warning,disaster mitigation,emergency treatment and rescue,risk management and post-disaster re-construction.The trends within the natural hazards and disaster risk as a discipline were identified,along with existing shortcomings and significant gaps that need to be addressed.This paper highlighted:1)the scientific challenges including the frontier scientific issues and technological gaps on natural hazards and disaster risk dis-cipline from 2025 to 2035 in China,and 2)the proposal to develop a systemic and holistic natural hazards and disaster risk discipline. 展开更多

Open data strategies are being adopted in disaster-related data particularly because of the need to provide information on global targets and indicators for implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030.In all phases of disaster risk management including forecasting,emergency response and post-disaster reconstruction,the need for interconnected multidisciplinary open data for collaborative reporting as well as study and analysis are apparent,in order to determine disaster impact data in timely and reportable manner.The extraordinary progress in computing and information technology in the past decade,such as broad local and wide-area network connectivity(e.g.Internet),highperformance computing,service and cloud computing,big data methods and mobile devices,provides the technical foundation for connecting open data to support disaster risk research.A new generation of disaster data infrastructure based on interconnected open data is evolving rapidly.There are two levels in the conceptual model of Linked Open Data for Global Disaster Risk Research(LODGD)Working Group of the Committee on Data for Science and Technology(CODATA),which is the Committee on Data of the International Council for Science(ICSU):data characterization and data connection.In data characterization,the knowledge about disaster taxonomy and data dependency on disaster events requires specific scientific study as it aims to understand and present the correlation between specific disaster events and scientific data through the integration of literature analysis and semantic knowledge discovery.Data connection concepts deal with technical methods to connect distributed data resources identified by data characterization of disaster type.In the science community,interconnected open data for disaster risk impact assessment are beginning to influence how disaster data are shared,and this will need to extend data coverage and provide better ways of utilizing data across domains where innovation and integration are now necessarily needed. 展开更多

The increasing impact of disasters at local,national,regional and global scales in recent decades has provided enough evidence to urgently direct attention towards the necessity of disaster risk reduction and management,and this requires knowledge.Knowledge without communication is barren,and to communicate the risk of disaster it is necessary to understand the perception of the people at risk.In particular,this paper deals with the necessity to delineate strategies of risk communication in pursuance of risk knowledge as a core of disaster risk reduction and management,especially in mountain areas of developing countries.To portray this issue,an analysis of landslide risk perception in terms of experience,landslide risk awareness,exposure,preparedness,and risk communication and trust was undertaken in the municipality of Teziutlán,Puebla,Mexico,an area that has been affected for several decades by episodes of mass movement.Analysis of the responses to a risk perception questionnaire has offered valuable insights in terms of the information and knowledge most required by the people living in the area of interest,in order to devise a realistic and functional strategy to communicate the risk of a landslide disaster.This includes better understanding of controlling factorsand drivers of this risk,and the establishment of potential trusted sources of risk communication.Beyond considering practical matters of risk assessment and management,risk perception and communication can increase the resilience of vulnerable people,and can enhance capacity building for present and future generations. 展开更多

Climate change is already happening and affecting many places causing huge problems to coastal ecosystems. Vulnerability and disaster assessment and mapping in coastal areas are essential tasks and undertakings for coastal disaster risk management. The objectives of this study were to assess the climate change vulnerability and disaster risks in the four municipalities (Sta. Cruz, Candelaria, Masinloc and Palauig) of Zambales and to determine the climate change community-based adaptation (CBA) and ecosystem-based adaptation (EBA) strategies. Remote sensing, GIS, secondary data gathering and key informant interview were used to assess vulnerability and disaster risks and mapping in the four municipalities. Survey questionnaire, focus group discussion and key informant interview were utilized in gathering data for the determination of climate change adaptation strategies. Using remote sensing technology, it was revealed that coastline changes have occurred in the shorelines of the four coastal municipalities after a decade. Sea level rise happened in Sta. Cruz and Masinloc, Zambales while there was build-up of soil in the coastline of Candelaria and Palauig, Zambales. Twelve hazard maps, 12 vulnerability maps and 12 disaster risk maps were generated for the three major disasters (flood, landslide, storm surge) in the four coastal municipalities. Based on the flood vulnerability and disaster risk assessment, the municipality of Palauig was found to be the most prone to flooding while the municipality of Candelaria was found to be the most vulnerable to landslide compared to other municipalities. All coastal barangays in the four municipalities were susceptible to storm surge. The four coastal municipalities were conducting community-based adaptation (CBA) and ecosystem-based adaptation (EBA) approaches in order to protect their coastal resources from the damaging impacts of climate change and improve the resilience of their local communities. 展开更多

Communities depend on critical infrastructure systems to support their regular operations and future develop-ment.Destructive events,such as natural disasters,threaten to disrupt service to these systems and the commu-nities they support.Strategies designed to reduce the impacts from disasters and other events are therefore an important consideration for community planning.At a regional level,coordination between communities sup-ports the efficient use of resources for implementing disaster risk reduction(DRR)measures and completing post-disaster repairs to meet the needs of all residents.Coordination is challenging,however,due to the complex-ity of regional systems and competing stakeholder interests.This work presents a case study model of regional water,wastewater,and power systems,and demonstrates the effect of seismic hardening and increased resource availability on post-earthquake repair requirements and critical infrastructure recovery.Model results indicate that implementing DRR strategies can reduce required repair costs by over 40 percent and outage severity by approximately 50 percent for the studied sectors.Not all strategies are effective for all sectors and locations,how-ever,so this work discusses the importance of comprehensive,coordinated,and accessible emergency planning activities to ensure that the needs of all residents are considered. 展开更多

The study shows that the formation and development of the down-faulted basin zone in Shanxi Province provides an available condition for preparation and occurrence of these hazards, so that the basin zone becomes an area with frequent occurrence of the hazards, such as earthquakes, floods and waterlogging, meteorological and geologic hazards and agrobiohazards in Shanxi and with their most serious interaction and mutual intensification. Moreover, the basin zone is an area with dense population and most concentrated industrial and agricultural productions and social-economic property in Shanxi. The comprehensive effect of the two factors caused the zone to be a high natural disaster risk area in Shanxi. For reduction of natural disasters and ensuring the sustainable social-economic development in Shanxi, it is necessary to regard the basin zone as an important area for disaster reduction in Shanxi and to carry out integrated disaster reduction. 展开更多
