Aircraft industry is very important to the economy and security of a country,and aircraft industry clusters have already existed in the world.Based on Input-Output data and Czamanski's method,the aircraft industry...Aircraft industry is very important to the economy and security of a country,and aircraft industry clusters have already existed in the world.Based on Input-Output data and Czamanski's method,the aircraft industry clusters in China and USA were identified quantitatively in this paper.Furthermore,this article carried out comparison analyses of the identification results.The research finds out:1) a mature aircraft industry cluster would be generally composed of 7 industrial subgroups,including aircraft industry,metal making and products manufacturing industry,machinery and equipment industry,electronics industry,automobile industry,material industry and others,and electronics industrial subgroup will play a more and more important role in the cluster;2) in the range of industry-covering,the level of industry-linkage,and the economic performance,there is a tremendously large gap between the aircraft industry cluster of China and that of USA;3) the spatial evolution of these clusters or centers is highly consistent with the diffusion of a country's industrialization.Finally,based on those findings,the paper gives some advice on how to improve Czamanski's method and what China should do to develop its own competitive aircraft industry:1) China should employ institutional innovation,and turn to be market-oriented;2) China should abandon the traditional pattern of closed-development,and strengthen the interaction and collaboration between aircraft industry and related industries,especially the electronics industry;3) China should rectify and perfect its spatial development planning of aircraft industry.展开更多

Foreign anti-dumping measures,green barriers and technologies restrict the exportation of the domestic apple. It has become an urgent task now for China′s rare earth industry to improve its competitiveness through adjusting the product structure and enhancing the technological application, to gain much healthier and more sustainable growth in the future. This paper aims to present a new development strategy based on the industry cluster theory to improve the competitiveness of China′s rare earth industry with a case study on the emerging rare earth industry cluster in Baotou. The paper first reviews the cluster theory and explains why it matters to industrial competitiveness briefly, and then proposes a general framework for implementing cluster policies and strategies in practice. Following that, a case to study the emerging rare earth industry cluster in Baotou was presented and a cluster initiative based on the general framework was developed. The objectives of the cluster initiative and the role of government on initiative organizing and cluster upgrading were discussed in detail. In the end, general implications drawn from the case of Baotou were summarized, which try to provide some insights for applying cluster-based strategies to the rare earth industry of China.展开更多

Smart specialization is a regional development strategy that identifies regional innovation advantages through the analysis of cluster networks,while strengthening both intra-cluster and inter-cluster technological li...Smart specialization is a regional development strategy that identifies regional innovation advantages through the analysis of cluster networks,while strengthening both intra-cluster and inter-cluster technological linkages to promote coordinated regional development.Drawing on branch office flow and patent cooperation data,and employing methods such as the Expectation-Maximization(EM)clustering algorithm and the‘Product Space’approach,this study investigates innovation and technological linkages both within and across industrial clusters.The key findings are as follows.First,Jiangsu’s clusters demonstrate two patterns:closely integrated industrial networks in southern cities like Suzhou,fostering strong industrial resilience,and distinct technological boundaries in northern and central cities like Yancheng,resulting in weaker integration.Second,the cluster network exhibits a single-core structure at the municipal level,centered around Nanjing,with a multi-tiered hierarchy at the district level.Third,innovation linkages between clusters follow a dual-core structure,with Nanjing and Suzhou as central hubs.In this structure,large enterprises in Nanjing and small and medium-sized enterprises(SMEs)in Suzhou reflect complementary industrial characteristics.Finally,both technology-intensive and low-tech manufacturing industries show a higher propensity for cross-regional innovation,with some cities demonstrating significant advantages in high-tech industries.Grounded in the framework of smart specialization,this study conducts an in-depth analysis of innovation and technological linkages within cluster networks at the industrial level,offering scientific insights to support the localized implementation of smart specialization strategies in the Chinese context.展开更多

Beijing's MCI cluster is emerging as far as the competence of the industryand its spatial concentration are concerned, although it is not the type of the cluster describedby PORTER due to the low competence of indigenous firms. The formation of the cluster can beexplained by means of the factor and demand conditions of Beijing. However, it is mostly determinedby the multinationals that promote the growth of the industry and the formation of the cluster, andby the government that also plays a key role in many ways. As a matter of fact, the interactionbetween the multinationals and the local government is the key to understanding the formation of thecluster. Results show that the employment absorption of sugar industry in Chongzuo City is stable and upward slightly, and it shows strong employment effect; the sugar industry in Chongzuo is not only competitive, but also has a great share of market in employment, so it owns strong absorption of employment. 文摘By systematically reviewing the development status of global carbon dioxide capture,utilization and storage(CCUS)cluster,and comparing domestic and international CCUS industrial models and successful experiences,this study explores the challenges and strategies for the scaled development of the CCUS industry of China.Globally,the CCUS industry has entered a phase of scaled and clustered development.North America has established a system of key technologies in large-scale CO_(2) capture,long-distance pipeline transmission,pipeline network optimization,and large-scale CO_(2) flooding for enhanced oil recovery(CO_(2)-EOR),with relatively mature cluster development and a gradual shift in industrial model from CO_(2)-EOR to geological storage.The CCUS industry of China has developed rapidly across all segments but remains in the early stage of cluster development,facing challenges such as absent business model,insufficient policy support,and technological gaps in core areas.China needs to improve the policy support system to boost enterprises participation across the entire industrial chain,strengthen top-level design and medium-to long-term planning to accelerate demonstration projects construction for whole-process CCUS clusters,advance for a full-chain technological system,including low-cost capture,pipeline optimization and EOR/storage integration technologies,and strengthen personnel training,strengthen discipline construction and university-enterprise research cooperation.

文摘Smart specialization is a regional development strategy that identifies regional innovation advantages through the analysis of cluster networks,while strengthening both intra-cluster and inter-cluster technological linkages to promote coordinated regional development.Drawing on branch office flow and patent cooperation data,and employing methods such as the Expectation-Maximization(EM)clustering algorithm and the‘Product Space’approach,this study investigates innovation and technological linkages both within and across industrial clusters.The key findings are as follows.First,Jiangsu’s clusters demonstrate two patterns:closely integrated industrial networks in southern cities like Suzhou,fostering strong industrial resilience,and distinct technological boundaries in northern and central cities like Yancheng,resulting in weaker integration.Second,the cluster network exhibits a single-core structure at the municipal level,centered around Nanjing,with a multi-tiered hierarchy at the district level.Third,innovation linkages between clusters follow a dual-core structure,with Nanjing and Suzhou as central hubs.In this structure,large enterprises in Nanjing and small and medium-sized enterprises(SMEs)in Suzhou reflect complementary industrial characteristics.Finally,both technology-intensive and low-tech manufacturing industries show a higher propensity for cross-regional innovation,with some cities demonstrating significant advantages in high-tech industries.Grounded in the framework of smart specialization,this study conducts an in-depth analysis of innovation and technological linkages within cluster networks at the industrial level,offering scientific insights to support the localized implementation of smart specialization strategies in the Chinese context.

文摘This paper systematically reviews the trend of carbon dioxide capture,utilization and storage(CCUS)industry in the world and China,presents the CCUS projects,clusters,technologies and strategies/policies,and analyzes the CCUS challenges and countermeasures in China based on the comparison of CCUS industrial development at home and abroad.The global CCUS development has experienced three stages:exploration stage,policy driven stage,and dual-drive stage.Currently,the active large-scale CCUS projects around the world focus on enhanced oil recovery(EOR)and are expanding into storage in saline aquifers.The CCUS industry of China has evolved in three stages:exploration,pilot test,and industrialization.In the current critical period of transition from field test to industrialization,China’s CCUS projects are EOR-dominated.By comparing the industrial development of CCUS in China and abroad,it is found that the scale-up and industrialization of CCUS in China face challenges in technology,facilities and policies.Finally,future solutions to CCUS development in China are proposed as follows:strengthening the top-level design and planning of CCUS;developing high-efficiency and low-cost CCUS technologies throughout the whole industrial chain;deploying CCUS oil and gas+new energy clusters;improving the policy support system of CCUS;and strengthening discipline construction and personnel training,etc.
文摘This paper is a preliminary and illustrative case study of Beijing's emergingmobile communication industrial (MCI) cluster, which helps understand the cluster by qualitativeanalysis and description. Beijing's MCI cluster is emerging as far as the competence of the industryand its spatial concentration are concerned, although it is not the type of the cluster describedby PORTER due to the low competence of indigenous firms. The formation of the cluster can beexplained by means of the factor and demand conditions of Beijing. However, it is mostly determinedby the multinationals that promote the growth of the industry and the formation of the cluster, andby the government that also plays a key role in many ways. As a matter of fact, the interactionbetween the multinationals and the local government is the key to understanding the formation of thecluster. All in all, Beijing's emerging MCI cluster is a value-chain, geographically concentratedbut non-localized cluster, which is highly dominated by the multinationals and the local government.Its special characteristics bear some policy implications as to the change of the roles of thelocal government and the localization of multinationals, etc.

文摘Hubei Province is the main winter rapeseed producing area in China,and has the national advantage and characteristic industrial cluster of rape.The protection zone for the production of important agricultural products of rapeseed in Hubei Province also ranks first as that in Hunan Province.This paper studied the winter rape industry,the important agricultural product production protection zone of rapeseed,the provincial double-low high-quality rape protection zone and the industrial cluster of rape in Jianghan Plain in Hubei Province,and analyzed the main problems existing in the development of rapeseed production protection zone and industrial cluster of rape.Finally,it came up with strategies including promoting national rape varieties,overcoming the problem of rape"agricultural chip",promoting the"rice+rape"rotation model,and strengthening the protection of intellectual property rights of brand marks.

文摘Taking Chongzuo City of Guangxi Zhuang Autonomous Region as an example, the employment effect of the resource-abundant industrial cluster in southwestern Guangxi Province is analyzed according to the data from the Chongzuo Statistical Yearbook , Guangxi Statistical Yearbook from 2003 to 2008 and the data from the relevant sections of Chongzuo City, and the four employment effects of industrial cluster--the spatial expansion effect of employment chain, optimizing effect of employment structure, the multiplier effect of employment absorption and the effect of improving the quality of labors and the degree of the intensity of employment and location quotient of employment. Results show that the employment absorption of sugar industry in Chongzuo City is stable and upward slightly, and it shows strong employment effect; the sugar industry in Chongzuo is not only competitive, but also has a great share of market in employment, so it owns strong absorption of employment. The countermeasures for improving the employment level of resource-abundant and industrial cluster in southwest of Guangxi Province are put forward, including elongating industrial chain and widening employment space; strengthening various kinds of formal and informal training to improve the employment capability of laborers; laying stress on industrial structure and optimizing the employment structure; strengthening the construction of the industrial economic zone towards ASEAN(Association of Southeast Asian Nations), and fully displaying the regional advantages of the offshore border.

文摘This paper introduced the grape industry in Xinjiang and its agricultural intellectual property resources,and analyzed six major problems such as the ineffective leading role of intellectual property rights in high-quality development.Finally,it proposed eight strategies to build a national-level regional fine-grain breeding base for grapes and develop“agricultural chips”in the context of the strategy of strengthening the country with intellectual property and innovation-driven development strategy.
文摘The status quo and problems of industrial cluster of the primary agriculture is discussed by dividing the cluster into primary cluster and advanced cluster and by using Michael Porter's Diamond Model from the five aspects including production factors, demand factors, relevant industry and supporting industry, the strategy and structure of enterprises and horizontal competition and opportunities and government. In the end, the countermeasures on promoting the development and expansion of industrial cluster of primary agriculture are put forward. Firstly, intensifying the training on farmers and introduce into advanced science and technology results; secondly, perfecting the construction of infrastructure, creating famous brand and widening the channels for funding; thirdly, strengthening the development of relevant industries and supporting industries; fourthly, perfecting land transfer system; improving the degree of systematization and cultivating pillar industries; fifthly, intensifying the government' support on industrial cluster.
