Driven by different promotion pressures,different decisions made by government officials may change the development path of cities and directly affect the ability to cope with crises,thus playing an all-encompassing a...Driven by different promotion pressures,different decisions made by government officials may change the development path of cities and directly affect the ability to cope with crises,thus playing an all-encompassing and sustained role in urban economic resilience(UER).Considering that the COVID-19 pandemic that occurred at the end of 2019 is a large external shock,which may cause a large disturbance to economic resilience,this article tests the impact of official promotion pressure(OPP)on UER using data from 265 cities in China from 2004 to 2019.This paper also explores the role of the“National Civilized City”(NCC)selection mechanism in the process.The findings indicate a positive correlation and spatial spillover effect between OPP and UER.Moreover,the impact of both civilization status and civilization intensity on OPP is negative,which means that obtaining the title weakens OPP,and the positive effect on UER is weakened.And this effect becomes increasingly obvious with the increase in the duration of the title of NCC.Furthermore,the heterogeneity analysis yields rich findings,which provide new perspectives for the policy recommendations in this paper.展开更多

This article complicates and qualifi...Much of the existing scholarship on the universalization of nineteenth-century international law has framed it in terms of the imperial West＇s domination of non-Western societies. This article complicates and qualifies this conventional state-centric narrative by investigating the juridical, capitalist production of China as a ＂semi-civilized＂ international legal subject. It examines the foundational modern Sino-British/Western commercial and extraterritorial treaties, as well as the treatises of a new professional class of British international lawyers--James Lorimer （1818-90）, John Westlake （1828-1913）, William Edward Hall （1835-94）, T. E. Holland （1835-1926）, Thomas Lawrence （1849-1920）, and Lassa Oppenheim （1849-1920）. The juridical production of China as a ＂semi-civilized＂ legal subject throws into relief the dual capitalist nature and significance of the universalization of nineteenth-century international law. On the one hand, this ＂civilized＂ legal discourse underwrote a novel liberal conception of a universal international law （jus publicum universal） within which China was formally included as a quasi-legal subject. On the other hand, it also underwrote a particularistic, Euro-centric international law, which excluded China from its global domain and denied it basic sovereign rights. In this way also, ＂civilized＂ international law justified both formal equality in European- non-European treaty relations, as well as the real substantive inequality of these international exchanges of rights and obligations. Building on the critical theoretical work of Evgeny Pashukanis （1891-1937）, this article argues that a non-orthodox Marxist social theory of legal forms is best suited to explain the abstract, liberal universalism of nineteenth-century ＂civilized＂ international law and the contradictory forms of legal and jurisprudential discourse it made available and rendered normatively meaningful to international law practitioners. Through this Marxist theory, moreover, I shall relate said contradictory discourse to modern commodity exchange practices.展开更多

The present technical paper outlines the details of the controlled blasting techniques used to optimize blasting pattern for excavation of hard rock near the Bhira Earthen Dam in Maharashtra,India.In this connection,a...The present technical paper outlines the details of the controlled blasting techniques used to optimize blasting pattern for excavation of hard rock near the Bhira Earthen Dam in Maharashtra,India.In this connection,a series of experimental blasts were conducted by adjusting various blast design parameters at project site.The safe charge weight per delay was kept between 0.125 and 0.375 kg.The outcomes of these experimental blasts were analyzed to recommend optimized blasting patterns and methods for the overall excavation process during actual blasting operations.Blast design parameters,including the maximum quantity of explosive per delay,hole depth,burden and spacing between holes were optimized by using a site-specific attenuation equation,taking into account the proximity of the dam and tunnel from the blasting area.Peak particle velocity(PPV)level of 10 mm/s and 50 mm/s respectively were adopted as the safe vibration level for ensuring safety of the Bhira Earthen Dam and the nearby tunnel from the adverse effects of blast vibrations by analyzing the dominant frequency of ground vibrations observed and also by reviewing various international standards.Frequency of the ground vibrations observed on the dam and tunnel from majority of the blasts was found to be more than 10 Hz and 50 Hz respectively.During the entire period of blasting,the blast vibrations were recorded to be far lower than the safe vibration level set for these structures.Maximum Vibration level of about 0.8 mm/s and 35 mm/s were observed on dam and tunnel respectively which are far lower than the safe vibration level adopted for these structures.Hence,the entire excavation work was completed successfully and safely,without endangering the safety of dam or tunnel.展开更多
With the deployment of ultra-dense low earth orbit(LEO)satellite constellations,LEO satellite access network(LEO-SAN)is envisioned to achieve global Internet coverage.Meanwhile,the civil aviation communications have i...With the deployment of ultra-dense low earth orbit(LEO)satellite constellations,LEO satellite access network(LEO-SAN)is envisioned to achieve global Internet coverage.Meanwhile,the civil aviation communications have increased dramatically,especially for providing airborne Internet services.However,due to dynamic service demands and onboard LEO resources over time and space,it poses huge challenges in satellite-aircraft access and service management in ultra-dense LEO satellite networks(UDLSN).In this paper,we propose a deep reinforcement learning-based approach for ultra-dense LEO satellite-aircraft access and service management.Firstly,we develop an airborne Internet architecture based on UDLSN and design a management mechanism including medium earth orbit satellites to guarantee lightweight management.Secondly,considering latency-sensitive and latency-tolerant services,we formulate the problem of satellite-aircraft access and service management for civil aviation to ensure service continuity.Finally,we propose a proximal policy optimization-based access and service management algorithm to solve the formulated problem.Simulation results demonstrate the convergence and effectiveness of the proposed algorithm with satisfying the service continuity when applying to the UDLSN.展开更多
