文摘The current international dissemination of China’s human rights discourse predominantly adopts a“sender-oriented”model,emphasizing the output of human rights discourse by transmitters while overlooking strategy adjustments based on audience feedback.To some extent,the current approach has resulted in characteristics such as strong practical implementation but weak discourse,limited theoretical foundation,and insufficient recognition in China’s international human rights communication.Consequently,while China has achieved remarkable progress in its human rights endeavors,human rights issues remain a critical area of stigmatization by some Western countries.An“effect-oriented”mechanism for the international dissemination of China’s human rights discourse,therefore,aims to address this challenge by re-centering the audience as active participants in the communication process.By emphasizing the dual nature of human rights’international communication,this approach leverages the reflexive monitoring of initial transmitters throughout the dissemination process to finally construct a dynamic human rights discourse framework responsive to different time and space contexts.This mechanism directly confronts the diverse backgrounds of global audiences and the resulting varied interpretations of China’s human rights discourse.It advocates for dynamic evaluation of global dissemination outcomes based on audience feedback and the timely adaptation of communication strategies according to context.By doing so,it seeks to effectively advance China’s human rights communication efforts and enhance dissemination efficiency on the global scale.

文摘Medical and health work constitutes the prerequisite to protection of the people's right to safety of lives and health. Over the past decades, the Chinese Government has spared no effort in this regard and, as a result, the Chinese people's health has significantly improved. In the nationwide fight against the SARS (severe acute respiratory syndrome) epidemic in the first half of 2003, the Government placed the health of the Chinese people and the safety of their lives above everything else. With a huge input of human, financial and material resources, the country won a decisive victory over the epidemic. 文摘To mark the 60th anniversary of the Universal Declaration of Human Rights and the 30th anniversary of China' s reform and opening up, the China Society for Human Rights Studies (CSHRS) held an academic symposium named China's Thirty Years of Reform and Opening up and Human Rights Development, on December 2-3, 2008 in Beijing. Attending were Wang Chen, deputy head of the Publicity Department of the Communist Party of China (CPC) Central Committee and director of the State Council Information Office, and Luo Haocai, president of the CSHRS. 文摘Since the Vienna Declaration and programme of Action in 1993 recommended that countries formulate national human rights action plans,many countries have carried out relevant explorations.Since 2009,China has formulated four series of Human Rights Action plan of China,which is significant for promoting the development of human rights,enhancing the say in international human rights,reducing social risks and protecting individual rights.The formulation of the plan adheres to the principles of being laws and policies-based and human rights-oriented,and taking into account both the country and society.The first three series of the Action plans have undergone such evolution as upgrade of guiding principles and goals,refinement of rights content and measures,diversification of responsible subjects,increasingly reasonable framework structure,and more human rights consideration in discourse expression.The fourth series of the Action plan pays more attention to expanding public participation and the content,improving the supervision mechanism,and further promoting the formulation and implementation of the Action plan.
