On May 20, 2015, the Ministry of Education, the Ministry of Culture and the State Administration of Press, Publication, Radio, Film and Television issued "Opinions on Strengthening the Construction and Application of Primary and Secondary School Libraries in the New Era" by No.2 [2015] of Education Foundation. In March 2018, "Advocating for Universal Reading" was included in the State Council's government work report for five consecutive times. In June 2018, the Ministry of Education issued the notice of "Rules for Primary and Secondary School Libraries" (No.5 [2018] of the Ministry of Education), which revised the Rules for Primary and Secondary School Libraries issued in 2003. The Outline of the 13th Five-Year Plan for National Economic and Social Development of the People's Republic of China also lists the nationwide reading project as one of the major cultural projects in the 13th Five-Year Plan period, elevating the nationwide reading to the national strategic level. It can be seen that the national education administrative department has great enthusiasm and expectation for the construction of primary and secondary school libraries.
