Digital Economic Integration Under RCEP: China-ASEAN Collaboration Opportunities, Challenges, and Pathways

China and ASEAN have emerged as close partners in the digital economy,with extensive cooperation in key areas such as digital infrastructure,5G technology,artificial intelligence,and big data.The comprehensive implementation of the Regional Comprehensive Economic Partnership(RCEP)has provided institutional guarantees and regulatory benefits for China-ASEAN digital economic collaboration.This framework has enhanced the marginal effects of their digital economies,unlocked the potential of the digital market,and facilitated digital transformation and regional socio-economic development.Nevertheless,challenges remain,including the incomplete harmonization of trade rules and standards among ASEAN member states,uneven development of digital infrastructure,and the increasingly complex landscape of digital economic cooperation.To address these issues,future efforts should focus on creating a more conducive digital environment,accelerating the construction of digital infrastructure,fostering industrial innovation and complementary development,and promoting cross-sectoral collaboration in digital services. 展开更多

This study uses carbon emission data at the provincial level in China between 1998-2018 and the proportion of the total import and export trade between provinces and the Association of Southeast Asian Nations(ASEAN)in GDP to measure the level of China-ASEAN trade openness.It examines the impact of China ASEAN trade openness on carbon emissions and its transmission mechanism,and selects the RMB/USD exchange rate as an instrumental variable to address the endogeneity of China-ASEAN trade openness variables.The impact of China-ASEAN trade openness on China’s environment is estimated within a two-stage least squares framework.The results show that trade openness between China and ASEAN positively impacts China’s environment and can facilitate carbon emission reduction.The scale,structural,and technology effects brought by China-ASEAN trade liberalization jointly promote China’s carbon dioxide emission reduction.An inverted“U”relationship is found between economic growth and environmental quality in China,and some provinces and municipalities have now crossed the inflection point of the curve,in which carbon emi ssions decrease with an increase in per capita wealth. 展开更多

This paper reviewed and analyzed the current situations and influencing factors of the bilateral agricultural product trade development in China-ASEAN Free Trade Area(CAFTA),which has important practical significance for promoting the in-depth development of the free trade area and has guiding significance for precise policy implementation.Based on the status of import and export trade of agricultural products in CAFTA from 2013 to 2017,it constructed a trade gravity model.With the aid of Stata 14.0 software,it explored major factors influencing the development of bilateral agricultural trade from the total amount of agricultural products import and export and Commodity Indexes for the Standard International Trade Classification,Revision 3(SITC Rev.3)agricultural product classification data.The empirical regression results show that the GDP of ASEAN countries,the ratio of agricultural added value to GDP,and the per capita gross national income(GNI)measured based on the purchasing power parity(PPP)exchange rate have the greatest impact on agricultural product trade in CAFTA in the context of"the Belt and Road"(B&D).Based on empirical research,it came up with recommendations including adjusting the import and export structure of agricultural products,enhancing product competitive advantages,and implementing diversified markets. 展开更多

Since the official establishment of the China-Association of Southeast Asian Nations(ASEAN)dialog 31 years ago,the relationship between China and ASEAN has achieved fruitful results.The establishment of the China-ASEAN Comprehensive Strategic Partnership comes in a timely manner.Within this partnership,both China and ASEAN will face opportunities and challenges.Regional Comprehensive Economic Partnership,public health governance,and the Belt and Road Initiative are important directions for cooperation between China and ASEAN in this new stage,and they are priorities for deepening the comprehensive strategic partnership between the two entities.Changes in the international situation,the interference of states outside the region,and the idea of vaccine diplomacy,together with other propaganda that stigmatizes China,have led to a certain negative impact on China-ASEAN relations.On the whole,China-ASEAN relations are a model of regional cooperation for East Asia,showing strong vitality and development potential.Promoting regional cooperation through openness and inclusiveness,handling regional affairs through building consensus,and properly resolving differences by seeking common ground while shelving differences remain the guiding principles of China-ASEAN cooperation diplomacy. 展开更多

The cooperation between China and the Association of Southeast Asian Nations(ASEAN)began with the establishment of dialogue relations between the two sides after the ending of the Cold War.In 1994,when the ASEAN Regional Forum was established,China was one of the founding members,marking the beginning of formal security cooperation between China and ASEAN.The decision to shift to cooperation/enhance willingness to cooperate was made by the two parties after taking stock of the international and regional situation and their respective interests in the wake of the collapse of the bipolar system.Security cooperation was driven by a consensus on seizing,creating and maintaining strategic opportunities;or more specifically,by taking advantage of development opportunities and striving to maintain regional stability in difficult situations,thus creating a peaceful and amicable strategic regional context for sustainable development.The core concept of China-ASEAN security cooperation is developmental peace,with the norms of cooperation being the ASEAN way,cooperative security,the new security concept and the Asian security concept.In practice,China-ASEAN security cooperation covers three dimensions-strategic stability,management and control of high tension issues,and practical cooperation.New opportunities and challenges are emerging in the new era for China-ASEAN security cooperation.Fundamentally speaking,the two sides need to strive for the goal of building an ASEAN community and a China-ASEAN community with a shared future and to properly coordinate the strategic positioning of the long-term core interests of both parties. 展开更多

为了拓展中国和东盟的产业链协同合作,进一步加强中国—东盟命运共同体建设,深入检验揭示开放水平通过经济状况影响技术扩散的中介机制,以及文化差异在其中发挥的调节作用,基于后发优势理论学说,运用2002—2022年中国与东盟国家间的高... 为了拓展中国和东盟的产业链协同合作,进一步加强中国—东盟命运共同体建设,深入检验揭示开放水平通过经济状况影响技术扩散的中介机制,以及文化差异在其中发挥的调节作用,基于后发优势理论学说,运用2002—2022年中国与东盟国家间的高新技术产品贸易数据,分析中国对东盟国家的技术扩散效应,并讨论开放水平、经济状况、文化差异等约束因素对技术扩散的影响。研究结果表明:(1)东盟国家开放水平的提升有利于中国对其进行技术扩散,且中国和东盟国家之间的文化差异越小,技术扩散的激励效应越高;(2)经济状况是开放水平对技术扩散效应产生影响的中介变量;(3)文化差异对经济状况的中介路径产生了前半路径为正、后半路径为负的调节效应,即在开放水平到经济状况路径中,中国和东盟国家之间的文化差异越小,开放水平的激励效应越强,在经济状况到技术扩散的路径中,中国对东盟国家的技术扩散在文化差异较小的国家中表现得更为显著。有鉴于此,我国应进一步深化与东盟的文化交流与能力建设,着力构建更为开放、安全的经贸合作环境,完善政策覆盖,提升政策效力,促进中国-东盟技术扩散与创新的协同发展。 展开更多

在大国竞逐东盟这一核心场域的地缘经济格局下,中日对东盟直接投资呈现深度非对称竞合博弈特征。日本依托历史深耕积淀的投资存量、高质量标准体系及“信任溢价”构筑核心优势,中国则以“一带一路”驱动的投资增量与基建能力形成后发优... 在大国竞逐东盟这一核心场域的地缘经济格局下,中日对东盟直接投资呈现深度非对称竞合博弈特征。日本依托历史深耕积淀的投资存量、高质量标准体系及“信任溢价”构筑核心优势,中国则以“一带一路”驱动的投资增量与基建能力形成后发优势。通过差异化序贯博弈、演化协调博弈与无限重复博弈模型的多维分析发现,日本在基础设施领域以“高质量”标准构建序贯博弈主导权;在制度规则领域借CPTPP提升规则内在价值、IPEF强化网络效应,依托演化协调博弈争夺风险优势;在新兴技术领域以“经济安全保障”战略操纵无限重复博弈核心参数。中国的破局之道不在于对称抗衡,而需践行非对称策略:从被动合规转向主动创标、从项目竞争升级为生态圈构建、以“耐心资本”夯实信任基础、探索有限务实合作,最终重塑博弈格局,强化中国在东盟投资的战略主动性与可持续性。 展开更多

2025年1月9日,由国家医保局指导地方建设的中国—东盟医药区域集中采购平台在广西防城港市正式启动。该平台依托中国与东盟在政治、经贸、医药卫生等领域的深厚合作基础建立,但其启动与运行仍面临诸多挑战。文章基于现有文献及数据研究... 2025年1月9日,由国家医保局指导地方建设的中国—东盟医药区域集中采购平台在广西防城港市正式启动。该平台依托中国与东盟在政治、经贸、医药卫生等领域的深厚合作基础建立,但其启动与运行仍面临诸多挑战。文章基于现有文献及数据研究分析,厘清了该区域集中采购平台启动的制度基础,分析了东盟医药市场发展现状,揭示了东盟医药市场未被满足的治疗需求及潜在市场进入空间。然而,我国药品进入东盟市场仍面临注册审批、检验检查、采购分销、清真认证等政策规制壁垒,以及本土保护主义等非关税壁垒,显著增加了药品进入东盟市场的时间成本与经济成本。为推动平台高效运行并发挥预期作用,建议尽快推动中国与东盟在药品注册审批、检验检查、采购分销等领域建立监管协调机制。 展开更多

文章基于2005—2020年中国-东盟11个国家物质流面板数据,以可持续发展理论、近远程耦合框架、能值理论为基础,借助能值代谢分析法等从近远程耦合视角测度中国-东盟各国对近远程要素的依赖程度、近远程要素代谢压力和可持续发展状况。结... 文章基于2005—2020年中国-东盟11个国家物质流面板数据,以可持续发展理论、近远程耦合框架、能值理论为基础,借助能值代谢分析法等从近远程耦合视角测度中国-东盟各国对近远程要素的依赖程度、近远程要素代谢压力和可持续发展状况。结果表明:1)中国-东盟国家能值利用总量呈上升趋势,年能值总量最大为中国(3.03×10^(25) Sej),最小为老挝(7.32×10^(22) Sej);能值货币比率下降的国家,社会福利、人民生活水平改善,资源要素流动效率提升;区域能值外向度呈上升趋势,新加坡能值外向度最高,其社会经济发展高度依赖远程要素流动,多数国家对远程要素依赖持续增强。2)近远程要素环境负载率持续提升,远程要素环境负荷压力普遍高于近程,文莱近程环境压力最大,新加坡远程环境压力最高,中国、泰国等国2类压力均处于较高水平。3)区域可持续发展水平整体下降,老挝和柬埔寨表现出较好的可持续性,而新加坡呈现典型的消费驱动型系统特征,可持续性较弱;可再生资源使用量和外部进口资源是可持续发展水平提升的主要驱动力,能值使用量是其降低的主要驱动力。 展开更多
