It was the subject of a priority axis of the national plan for monitoring and evaluating the fight against HIV (2006-2010) that was aimed at strengthening the capacities of actors in this area. To increase the critical mass of competent human resources in the short term, the National Institute of Public Health (NIPH) of Côte d’Ivoire organized monitoring and evaluation training sessions for healthcare professionals from 2011 to 2016. Methods: A single case study with multiple levels of analysis was carried out, combining a qualitative survey and a literature review. An evaluation was carried out six months after each training session. In addition, the results of the pre- and post-tests and of the daily and final evaluations that accompanied the various training sessions were used to provide further information. The qualitative data collected were analyzed using INVIVO 15 software. Results: Some 89 health professionals (69% men and 31% women) working at the national level (51% at the central level, including 58% in health programs) and in development partner agencies (37%) participated in this capacity building program. Most participants were senior health managers (56%), data managers (23%), and statisticians and computer scientists (10%). Almost all the trainings were financed by 16 technical and financial partners (85%), mainly the MEASURE Evaluation project (27%). Conclusion: M&E training, despite all its imperfections, has made it possible to identify M&E training needs at the national level and to increase the critical mass of national skills and to have some culture in M&E.展开更多

文摘Battlefield situation awareness is equivalent to the observation and orientation part of the Observation-Orientation-Decision-Action(OODA)loop.It is the key to transforming information advantage into decision-making advantages and an essential support for agile command decision-making.With the rapid rise and widespread application of various advanced intelligent technologies and model algorithms in the military field, traditional situation awareness technology and capacity building are facing great challenges.Relying solely on manual processing of battlefield situational data is no longer sufficient to meet the changing needs of the battlefield, nor can it provide commanders with real-time,accurate,efficient,and reliable situational information. Therefore,it is necessary to use highperformance hardware facilities and artificial intelligence technology to process massive battlefield data and provide an important reference basis for commanders to implement decision-making behaviors.
文摘The crucial role of local communities in heritage management has received increasing international attention over the past few decades, exemplified by the Five Key Strategies, the Historic Urban Landscape Approach, and the World Heritage Capacity Building Strategy. At the World Heritage 40th anniversary, the importance of local community was further highlighted in achieving sustainable development. The historic town of Vigan was awarded the‘Best Practice in World Heritage Site Management’award. The homeowner manual, which was codeveloped by UNESCO and Vigan partners, was developed as a capacity-building tool to educate the local community on conservation techniques. It aims to shape individuals into responsible and capable heritage custodians. However,an accredited evaluation report noted that the effectiveness of global capacity-building initiatives in practice is questionable and might not fully fulfil the target audience’s needs.Using an ethnographic approach to explore community members’interactions with the homeowner manual, this article reveals the complex process undertaken by local communities in Vigan to develop their capacity for built heritage conservation. The presence of preexisting capacity and varied levels of social capital influence homeowners’resources available for conservation projects. The difficulties encountered by local communities prompted discussions on the comprehensiveness of capacity-building programs and their adaptability to social dynamics. The findings and lessons learned provide guidelines for future capacity-building program designs targeting local communities at both World Heritage sites and places of cultural significance.

文摘Community-based social organizations play a vital role in grassroots governance but generally face resource dependence dilemmas that constrain their capacity building and sustainable development.Based on Resource Dependence Theory(RDT),this study addresses the limitations of existing research, such as the lack of an integrated framework and insufficient exploration of bidirectional interaction mechanisms,by systematically analyzing the current state of resource dependence among community-based social organizations. The study constructs a three-dimensional capacity-building strategy:optimizing dependency structures through the establishment of a diversified resource supply network;enhancing resource acquisition capabilities through identification, integration, and utilization of resources;and cultivating organizational autonomy through governance structures, professional competencies, and organizational culture. These strategies provide both theoretical support and practical pathways for community-based social organizations to overcome resource constraints and achieve sustainable development.
