This article examines the evolution of India’s border laws from colonial to post-colonial periods,analyzing the continuities and transformations in legal frameworks governing territorial boundaries.Through historical...This article examines the evolution of India’s border laws from colonial to post-colonial periods,analyzing the continuities and transformations in legal frameworks governing territorial boundaries.Through historical-legal analysis of key legislation,policies,and judicial interpretations,the research demonstrates how colonial border regulations-primarily designed for imperial control-have been selectively preserved,modified,or replaced to serve post-independence imperatives.Findings reveal that 62%of colonial border management mechanisms persisted verbatim in post-colonial legislation,while regional variations created overlapping“legal border zones”with differential adaptation rates.The study identifies a significant shift from administrative boundaries toward securitized frontiers,with a 217%increase in religious and ethnic identifiers in post-1947 border legislation.This legal evolution reflects broader tensions between decolonization aspirations and inherited governance structures,creating what Cons(2016)terms“sensitive spaces”where exceptional legal regimes continue to operate.The research contributes to understanding how post-colonial states navigate the paradox of maintaining sovereignty through legal instruments originally designed for imperial control,with implications for borderland populations who experience persistent“legal liminality”despite constitutional protections.展开更多

This study analyzes the potential impact of EU carbon border regulation mechanism(CBAM)on the export of China’s carbon-intensive products.First,we summarized the main content of the CBAM.Next,based on the input-outpu...This study analyzes the potential impact of EU carbon border regulation mechanism(CBAM)on the export of China’s carbon-intensive products.First,we summarized the main content of the CBAM.Next,based on the input-output theory,this study proposes a calculation model for the implicit carbon emissions and indirect carbon emissions from electricity consumption in export products and presents the corresponding calculation results.Based on the scenario analysis method,six carbon tariffscenarios were designed to evaluate the impact of the CBAM on the major export sectors under each scenario.The results showed that in 2021,the implicit carbon emissions in all products exported to Europe from China were approximately 375 million tons,of which the indirect carbon emissions from electricity were approximately 41.8 million tons,accounting for more than 10%.According to the current levy plan,China is expected to be subject to carbon tariffs of approximately USD 1.4 billion,accounting for 0.3%of its total export value to Europe in 2021.Finally,to reduce the adverse effects of CBAM,four measures were proposed from the perspective of the power industry.展开更多

Scientific understanding of the trade-offs between services is crucial for the scientific management and protection of ecosystems and the formulation of resource management policies.This study integrated meteorologica...Scientific understanding of the trade-offs between services is crucial for the scientific management and protection of ecosystems and the formulation of resource management policies.This study integrated meteorological,land use,and soil data to assess the ecosystem services,namely,water yield(WY),soil erosion(SE),and carbon sinks(CS),in peak-cluster depression basins on the Sino-Vietnamese border in China during 2000-2020.It analyzed the trade-offs and synergistic relationships among the three ecosystem services and their time-lag effects and driving mechanisms with the help of pixel-by-pixel time-lag intercorrelation and geographical de-tector methods.Results show that:1)from 2000 to 2020,the key ecosystem service indicators in the peak-cluster depression basins on the Sino-Vietnamese border in China demonstrated a significant and synergistic trend of positive change.The WY increased at a rate of 11.99 mm/yr,CS increased at a rate of 2.44 g C/(m^(2)∙yr),and SE decreased at a rate of 0.06 t/(ha∙yr).2)Most areas showed a synergistic relationship across the three ecosystem services,and the areas with a trade-off relationship were mostly concentrated in Baise City and the southwest of Chongzuo City,Guangxi.3)The time-lag effect between SE and WY was mostly concentrated in 0 yr,that between SE and CS was mostly concentrated in 5 yr,and that between CS and WY was mostly concentrated in 1 yr.4)Population density was the controlling factor between SE and WY.Vegetation coverage factor is the main controlling factor between SE and CS.The lithologic factor is the main controlling factor between CS and WY.Studying the trade-off relationship of ecosystem services at spatial and tem-poral scales on the Sino-Vietnamese border in China karst areas can provide a basis for regional ecological construction and develop-ment strategies,and it is conducive to meeting regional interest needs,maximizing comprehensive benefits,balancing the ecological en-vironment,and achieving regional sustainable development.展开更多

Recent evidence r...Root border cells, previously referred to as sloughed root cap cells, is a special cell population which separates in large numbers from the periphery of the root cap and accumulates in the root tip. Recent evidence reveals that border cells, whose development is regulated by endogenous and exogenous signals, are biologically viable in the majority of higher plant species. As soon as border cells detach from root cap periphery, their metabolic activity dramatically increases in accordance with a differential gene expression from that in root cap cells. Recently, PsUGT1 and RCPME1, relevant to the early and late stage of border cell development, respectively, have been cloned and functionally identified. Border cells can synthesize specially and export a diverse array of chemicals including anthocyanins, antibiotics, special enzymes and other substances, that either inhibit or promote the growth of other entities in rhizosphere such as bacteria, fungi, viruses, and nematodes, and also antagonize some toxic chemicals around the root tip in soil such as aluminum toxicity. Therefore, there are multiple biological roles played by border cells during plant growth and development.展开更多
As the improvement of international status and the implementation of China's neighboring diplomacy, the development of border regions and the security of border cities, as well as their spatial structure and regio...As the improvement of international status and the implementation of China's neighboring diplomacy, the development of border regions and the security of border cities, as well as their spatial structure and regional differences are gaining more attention from academic circle. Based on the interdisciplinary perspectives of urban geography, regional economics and geopolitics, this paper explores the regional differences of border geo-cities in China and the surrounding countries with the help of remote sensing information acquisition and Arc GIS spatial analysis. Three primary results are found as follows:(1) The border geo-cities in China and surrounding countries are divided into five geographical regions: geo-cities in South China Sea, geo-cities in Southeast Asia, geo-cities in South Asia, geo-cities in Central Asia and geo-cities in Northeast Asia.(2) In the spatial structure system of China's border geo-cities, the importance of geo-cities in five major regions is fairly different. In terms of the security and economic development, the rank of priority is geo-cities in Northeast Asia, geo-cities in South China Sea, geo-cities in Central Asia, geo-cities in South Asia, geo-cities in Southeast Asia.(3) Considering China's geo-setting for the development of border geo-cities, the east region is significantly better than the west, and the north region is slightly better than the south.展开更多

With the development of free economic region of different countries, besides free economic region within one country, there appear transnational border free economic region established by two or multiple countries. Analysing favorable factors and unfavorable factors to establish the free economic region for China and Russia, for example, China and Russia have land boundary line of 4282.7 km; China and Russia may strengthen overall cooperation in politics, military, economy, science and technology, culture, etc. making full use of geographical factors of the two countries, borders; there is a strong complementarity in resources, labour force etc. for China and Russia; strengthening the Sino Russian economic trade cooperation is needed, the authors proposed a conception and selected four comparative ideal locations for establishing the Sino Russian border free economic region: Manzhouli Zabaikalye Free Economic Region, Heihe Blagoveshchensk Free Economic Region, Suifenhe Pogranichnyy Free Economic Region, Hunchun Hasan Free Economic Region. Worldwide, cross-border urban cooperation has in several cases produced socio-economic and political coherence supported by various joint programs and efforts. However, the degree of coherence varies and seldom cre-ates socio-economically and politically tightly integrated "Twin-Cities" where the state border becomes highly transparent or ob-scure. Focusing on Finlan d and China, our aim is to identify whether the selected border towns represent coherent TwinCities or a more loose type of "paired border towns". The study uses an empirical examination of three Finnish towns (Helsinki, Tornio, Imatra) and their neighboring towns in Estonia, Sweden, and Rus-sia as a benchmark. Then, a comparative study is made regarding three Chinese cross-border cities facing Russia, Vietnam and Ka-zakhstan. We highlight the differences in cross-border integration from the viewpoint of shared public sector programs, cross-border enterprise relocation and networking, and integrated social sector in terms of labor market, education and shopping area.展开更多

Cross border trade is a source of livelihood for many poor people, especially women. However, few studies examined challenges facing cross border traders and future business prospects.The aim of this paper is to examine the challenges that face Zimbabwean cross border traders in South Africa. The paper goes further to review existing literature as well as empirical studies in order to identify the major challenges that face Zimbabwean cross border traders. Among the challenges noted are crime, harassment due to xenophobia, traders are often stigmatized as "prostitutes" or "smugglers", accommodation problems, extortion and bribery by the South African Police and municipal police officials, delays at the border post during peak periods and banks that close early and also do not operate on Sundays. The Zimbabwean Cross Border Traders Association should build office in Musina and Johannesburg so that members can easily consult with the association in times of problems and also help with marketing information like distribution of brochures showcasing Zimbabwean products sold by cross border traders and also organize fairs where Zimbabwean traders can display their products. Furthermore cases of harassment by police officials should be investigated and dealt with. Banks that do have branches at the border posts are also urged to provide 24 hour service to cross border traders.展开更多

The research was conducted in two main directions: the evaluation...The work deals with analysis of geographical factor as one of the main factor determining the historical change of a border on the example of Georgia. The research was conducted in two main directions: the evaluation of historical transformations of state borders of Georgia throughout of XIX-XX centuries and identification the leading geographical factors. Special emphasis has been made on geographical and cartometric analysis of modern state border of Georgia. In order to identify the historical transformations of state border that have used different methods as well as GIS-technologies, the research is based on the historical, cartographical and statistical data. On the base of a lot of cartographic sources, it is concluded that the borderline in modem topographic maps is often plotted by ignoring the international practice related to plotting the state borders across the physical-geographical objects. This is why the geographical factor seems important in the historical transformations of the state border creating similarly a negative perspective in the future. The main results of research are: (1) classification of geographical factors causing the transformations of the state borders; (2) Evaluation of sensitivity of state border; and (3) creation of DB of the state border of Georgia, allowing continuing the studies in the future.展开更多

文摘Against the strategic backdrop of forging and strengthening the consciousness of the Chinese national community in the new era,universities in border areas,as crucial platforms for the integration of multi-ethnic cultures,shoulder the significant mission of enhancing ethnic unity and promoting outstanding traditional Chinese culture.As an important carrier of Chinese culture,ethnic music not only contains profound historical memories and emotional identities but also demonstrates a powerful cultural and educational function in the teaching of border universities.Based on the actual situation of universities in border areas,this paper analyzes the unique value of ethnic music in cultivating students’national identity,cultural identity,and emotional identity,and explores effective paths for it to empower the forging and strengthening of the consciousness of the Chinese national community in teaching practice.By combining policy orientations and teaching status quo,the paper points out the main dilemmas such as single curriculum content,insufficient integration of ideological and political education,and a lack of practical resources,and proposes countermeasures such as strengthening the integration of ideological and political education,optimizing the curriculum structure,and expanding practical platforms.Through the deepening and innovation of ethnic music education,border universities can effectively enhance students’cultural consciousness and cultural confidence,providing solid educational support for forging and strengthening the consciousness of the Chinese national community.This paper has positive significance for promoting the high-quality development of education in border universities and constructing a new-era ethnic unity and progress education system.

文摘Root border cells, previously referred to as sloughed root cap cells, is a special cell population which separates in large numbers from the periphery of the root cap and accumulates in the root tip. Recent evidence reveals that border cells, whose development is regulated by endogenous and exogenous signals, are biologically viable in the majority of higher plant species. As soon as border cells detach from root cap periphery, their metabolic activity dramatically increases in accordance with a differential gene expression from that in root cap cells. Recently, PsUGT1 and RCPME1, relevant to the early and late stage of border cell development, respectively, have been cloned and functionally identified. Border cells can synthesize specially and export a diverse array of chemicals including anthocyanins, antibiotics, special enzymes and other substances, that either inhibit or promote the growth of other entities in rhizosphere such as bacteria, fungi, viruses, and nematodes, and also antagonize some toxic chemicals around the root tip in soil such as aluminum toxicity. Therefore, there are multiple biological roles played by border cells during plant growth and development.

文摘As the improvement of international status and the implementation of China's neighboring diplomacy, the development of border regions and the security of border cities, as well as their spatial structure and regional differences are gaining more attention from academic circle. Based on the interdisciplinary perspectives of urban geography, regional economics and geopolitics, this paper explores the regional differences of border geo-cities in China and the surrounding countries with the help of remote sensing information acquisition and Arc GIS spatial analysis. Three primary results are found as follows:(1) The border geo-cities in China and surrounding countries are divided into five geographical regions: geo-cities in South China Sea, geo-cities in Southeast Asia, geo-cities in South Asia, geo-cities in Central Asia and geo-cities in Northeast Asia.(2) In the spatial structure system of China's border geo-cities, the importance of geo-cities in five major regions is fairly different. In terms of the security and economic development, the rank of priority is geo-cities in Northeast Asia, geo-cities in South China Sea, geo-cities in Central Asia, geo-cities in South Asia, geo-cities in Southeast Asia.(3) Considering China's geo-setting for the development of border geo-cities, the east region is significantly better than the west, and the north region is slightly better than the south.

文摘Application of flower border in Senlinyicheng Residential District(or Leisure Forest City) was investigated and analyzed.The results showed that(a) there are 18 flower border species of 11 families,and 16 of them are perennial and bulbous flower species,accounting for 88.9% of the total;(b) flowering season lasts from April to the late October;(c) flower borders are colorful and dominated by large lumps of colors;(d) there are 3 major types:forest edge flower border,roadside flower border and waterfront flower border.Meanwhile,problems of flower border in the study district were summarized as poor sustainability,poor landscape effects in early spring,autumn and winter,monotonous landscapes and ineffective management.Correspondingly,countermeasures were given as enhancing the sustainability of flower border landscapes,improving landscape effects in early spring,autumn and winter,applying more species with better cold and stress resistance.

文摘So called free economic region is a special region without jurisdiction of customs, delimited by one country. There are mainly four types of free economic region, that is, commercial type of free economic region —free port, industrial type of free economic region — export processing area, integrated commercial and trade type of free economic region — free trade zone, and scientific and technological type of free economic region — scientific industrial park. With the development of free economic region of different countries, besides free economic region within one country, there appear transnational border free economic region established by two or multiple countries. Analysing favorable factors and unfavorable factors to establish the free economic region for China and Russia, for example, China and Russia have land boundary line of 4282.7 km; China and Russia may strengthen overall cooperation in politics, military, economy, science and technology, culture, etc. making full use of geographical factors of the two countries, borders; there is a strong complementarity in resources, labour force etc. for China and Russia; strengthening the Sino Russian economic trade cooperation is needed, the authors proposed a conception and selected four comparative ideal locations for establishing the Sino Russian border free economic region: Manzhouli Zabaikalye Free Economic Region, Heihe Blagoveshchensk Free Economic Region, Suifenhe Pogranichnyy Free Economic Region, Hunchun Hasan Free Economic Region. Finally the principles and patterns for establishing free economic region are discussed.
文摘This paper discusses cross-border cooperation at the level of urban socio-economic systems. Worldwide, cross-border urban cooperation has in several cases produced socio-economic and political coherence supported by various joint programs and efforts. However, the degree of coherence varies and seldom cre-ates socio-economically and politically tightly integrated "Twin-Cities" where the state border becomes highly transparent or ob-scure. Focusing on Finlan d and China, our aim is to identify whether the selected border towns represent coherent TwinCities or a more loose type of "paired border towns". The study uses an empirical examination of three Finnish towns (Helsinki, Tornio, Imatra) and their neighboring towns in Estonia, Sweden, and Rus-sia as a benchmark. Then, a comparative study is made regarding three Chinese cross-border cities facing Russia, Vietnam and Ka-zakhstan. We highlight the differences in cross-border integration from the viewpoint of shared public sector programs, cross-border enterprise relocation and networking, and integrated social sector in terms of labor market, education and shopping area.
文摘Cross border traders make a major contribution to the growth of economies in Southern Africa. Cross border trade is a source of livelihood for many poor people, especially women. However, few studies examined challenges facing cross border traders and future business prospects.The aim of this paper is to examine the challenges that face Zimbabwean cross border traders in South Africa. The paper goes further to review existing literature as well as empirical studies in order to identify the major challenges that face Zimbabwean cross border traders. Among the challenges noted are crime, harassment due to xenophobia, traders are often stigmatized as "prostitutes" or "smugglers", accommodation problems, extortion and bribery by the South African Police and municipal police officials, delays at the border post during peak periods and banks that close early and also do not operate on Sundays. The Zimbabwean Cross Border Traders Association should build office in Musina and Johannesburg so that members can easily consult with the association in times of problems and also help with marketing information like distribution of brochures showcasing Zimbabwean products sold by cross border traders and also organize fairs where Zimbabwean traders can display their products. Furthermore cases of harassment by police officials should be investigated and dealt with. Banks that do have branches at the border posts are also urged to provide 24 hour service to cross border traders.
文摘The work deals with analysis of geographical factor as one of the main factor determining the historical change of a border on the example of Georgia. The research was conducted in two main directions: the evaluation of historical transformations of state borders of Georgia throughout of XIX-XX centuries and identification the leading geographical factors. Special emphasis has been made on geographical and cartometric analysis of modern state border of Georgia. In order to identify the historical transformations of state border that have used different methods as well as GIS-technologies, the research is based on the historical, cartographical and statistical data. On the base of a lot of cartographic sources, it is concluded that the borderline in modem topographic maps is often plotted by ignoring the international practice related to plotting the state borders across the physical-geographical objects. This is why the geographical factor seems important in the historical transformations of the state border creating similarly a negative perspective in the future. The main results of research are: (1) classification of geographical factors causing the transformations of the state borders; (2) Evaluation of sensitivity of state border; and (3) creation of DB of the state border of Georgia, allowing continuing the studies in the future.
文摘Crossing border e‐commerce develops rapidly because of e‐commerce development.There are three typical modes of crossing border e‐commerce,and they are B2B(business to business),B2C(business to customer),and C2C(customer to customer).With the development of social network,a new mode called C2C cross‐border e‐commerce by SC(social commerce)is occurring.This new kind of e‐commerce has several advantages,like high trust between seller and customer and personalized consumption for customers.But there are still some problems of C2C cross‐border e‐commerce by SC,which are tax evasion and no rule to regulate.To solve these problems,several measures should be taken into account.In the area of Customs Law,it should refine the standard of luggage and post package taxation.The Custom should strengthen supervision for international post package.To deal with the problem that there is no law to regulate C2C cross‐border e‐commerce by SC,Contract Law is suitable before the E‐commerce Law enacts.
