Viable disaster risk reduction measures should resolve the root causes of predisaster vulnerabilities. Accordingly, we investigated the recovery from the impact of Cyclone Aila in Koyra Upazila, Bangladesh, which was severely damaged by this2009 cyclone. Our research focused on understanding preAila vulnerabilities to cyclone impact and examined the degree of inclusion of vulnerability reduction measures within the recovery process. A composite methodology that included an institutional survey, key informant interviews,collection of the judgment of experts, focus group discussions, and a score-based quantification technique was adopted. Through a process of understanding pre-Aila vulnerabilities, recognition of the root causes of these inherent weaknesses, and identification of appropriate measures for pre-Aila vulnerability reduction, a set of 23 indicators were selected to represent the most desirable vulnerability reduction measures to implement duringrecovery. A score-based technique was applied to measure the degree of inclusion of vulnerability reduction within the recovery with respect to the indicators. The scoring result shows that the degree of inclusion of vulnerability reduction within the recovery was poor. The result specifies that among the 23 indicators of potential vulnerability reduction measures, 10 are completely missing and the rest are only partially included. The overall findings imply that the Koyra community continues to live with a vulnerability similar to that of the pre-Aila period. 展开更多

The coastal region, especially the Noakhali area, faces constant threats from these powerful storms, with climate change making the situation even worse by increasing both their frequency and intensity. This paper explores how climate change is impacting cyclone shelter management in the Noakhali region, which includes the districts of Noakhali, Feni, and Lakshmipur. While these shelters have saved countless lives, many are now in poor condition, suffering from lack of maintenance and infrastructure that isn’t built to withstand the evolving risks brought by climate change. The study identifies key challenges, such as the need for better upkeep, stronger infrastructure, and new designs that can handle the demands of a changing climate. It also highlights the importance of adapting our disaster management strategies to ensure that shelters remain a safe haven for vulnerable communities during future cyclones. 展开更多

Can Strategies to Cope with Hazard Shocks be Explained by At-Risk Households' Socioeconomic Asset Profile? Evidence from Tropical Cyclon-Prone Coastal Bangladesh

This article documents the results of an empirical investigation on the complex interplay between diverse coping mechanisms and the socioeconomic asset profiles of coastal households at risk. Focusing on household-level perceptions and responses to cyclone hazards, a case study was carried out in a poor area in Bangladesh that is prone to natural hazards. We developed and tested our own analytical models based on the asset approach. We conducted a face-to-face household survey in southwestern coastal Bangladesh, in the Koyra sub-district, in late 2009.We asked 360 households affected by the May 2009 tropical Cyclone Aila about their hazard perceptions, preparedness, coping practices, and socioeconomic assets. The results suggest that the majority of households at risk perceive an increasing trend of different climate hazards,with a distinct dominance of tropical cyclones, storm surges, and flash floods in the study area, which resulted in a yearly average economic damage of USD 144 for each household in the first year after Aila. However, such damage is significantly and inversely correlated with the number of adopted coping practices. Significant and systematic differences exist between upstream and downstream households in the study area with respect to hazard perception, hazard induced damages, asset accessibility,and adopted diversified coping practices. The empirical findings suggest that the degree of adoption of coping practices depends primarily on elements of socioeconomic asset profile and the duration of the consequences of cyclone hazards. Disaster preparedness training seems to improve at-risk households' degree of information access and eventually leads them to adopt more coping practices to reduce adverse impacts of climate hazards. Area-specific practical modules on coping practices should be incorporated in curricula of disaster preparedness training to make people at risk more resilient to hazard shocks. 展开更多
