Current research on transnational talent flow mainly focuses on the destination countries, with less attention given to the perspective of the sending countries, particularly lacking a dynamic discussion on its impact on technological evolution in the origin countries. Based on the OECD REGPAT database, this paper aims to explore how talent groups migrating to developed countries facilitate the return of knowledge and technology to emerging countries and achieve breakthroughs in their technological evolution paths, while further discussing the potential mechanisms involved. The findings of this paper are as follows:(1) The technological development of emerging countries is a path-dependent process, where countries often branch into new technologies related to their preexisting knowledge base. Consequently, knowledge feedback from high-skilled talents increases the likelihood of sending countries developing unrelated technologies.(2) The mobility of talents across borders fosters more international collaborations and citations for patents that are unrelated to the local knowledge base, thus enriching the technological paths of sending countries.(3) The mobility of high-skilled talents primarily affects complex technologies, which have significant economic effects that encourage imitation by other countries. However, the effect on novel technologies is less significant due to their strong geographical stickiness. In general, this paper addresses the gaps in existing research on talent outflow and the technological evolution of origin countries, providing empirical evidence for the positive role of transnational talent mobility in the technological catch-up of emerging nations.Besides, it offers recommendations for talent export, import, and innovation policy formulation in these countries.展开更多

To address this challenge, generations of high-performance cotton plants of the Gossypium hirsutum L. species have been developed and are currently being commercialized. This study evaluated the impact of gin types on the agro-industrial quality of cotton in Côte d’Ivoire. To this end, cotton from the G3, R1, and R2 generations was harvested, sampled, and ginned on machines with 10 and 170 saws in the localities of Ouangolodougou, Ferkessédougou, Korhogo, M’Bengué, Boundiali, Séguéla, and Mankono, as well as at the Centre National de Recherche Agronomique CNRA) in Bouaké. The results demonstrated that cotton fibers obtained from ginning on 10-saw machines exhibited superior quality compared to those from 170-saw machines. Fiber length, fiber length uniformity, and short fiber rate exhibited the highest deviations according to gin type. The use of 170-saw gins resulted in a notable decline in quality. Conversely, micronaire index, fiber tenacity and elongation, and reflectance remained consistent across machine types. These results will enable us to more effectively regulate and advise cotton-processing factories, which primarily utilize 170-saw gins to enhance agro-industrial quality in Côte d’Ivoire. Furthermore, these results will assist breeders in incorporating them into their processes to enhance the quality of the varieties they offer to farmers.展开更多

文摘With long-term government support and col ective societal engagement,China's scientific and technological(S&T)societies have achieved significant progress in science popularization(SP),substantially contributing to the enhancement of national science communication capabilities and the improvement of citizens'scientific literacy.Within the overarching framework of advancing the high-quality development of China's SP endeavours in the new era,the high-quality development of SP by S&T societies plays a pivotal role. This study systematical y examines the chal enges and dilemmas confronting the high-quality development of SP within China's S&T societies.Theoretical y,it expands the research framework of col aborative mechanisms in science communication, while practical y proposing the construction of a‘six-in-one’high-quality SP service system encompassing brand development, platform construction, talent cultivation, specialized projects, incentive mechanisms and infrastructure development. Our research further reveals that empowering SP content innovation through digital and intel igent technologies,as wel as optimizing the compatibility of policy instrument portfolios, can strengthen the efficacy of SP services and provide systematic support for the modernization of S&T societies. This study not only offers policy references for improving the governance system of SP but also identifies future research directions, such as deepening comparative international studies and long-term efficacy evaluations,to advance the development of more explanatory theoretical frameworks. These efforts aim to bolster high-level S&T self-reliance and contribute to the construction of a world-leading scientific, educational and talent powerhouse.

文摘This paper analyzes the global competitive landscape of smartphone technological innovation capacity using the latent semantic indexing(LSI)and the vector space model(VSM).It integrates the theory of technological ecological niches and evaluates four key dimensions:patent quality, energy efficiency engineering, technological modules, and intelligent computing power. The findings reveal that USA has established strong technological barriers through standard-essential patents(SEPs)in wireless communication and integrated circuits. In contrast,Chinese mainland firms rely heavily on fundamental technologies.Qualcomm Inc.in USA and Taiwan Semiconductor Manufacturing Company(TSMC)in Chineses Taiwan have built a comprehensive patent porfolio in energy efficiency engineering. While Chinese mainland faces challenges in advancing dynamic frequency modulation algorithms and high-end manufacturing processes.Huawei Inc.in Chinese mainland leads in 5G module technology but struggles with ecosystem collaboration.Semiconductor manufacturing and radio frequency(RF)components still rely on external suppliers. This highlights the urgent need for innovation in new materials and open'source architectures. To enhance intelligent computing power,Chinese mainland firms must address coordination challenges. They should adopt scenario-driven technological strategies and build a comprehensive ecosystem that includes hardware, operating systems, and developer networks.
