Based on the literature review, experts interview and policy c...Narcotics and psychotropic drugs are known as controlled drugs with special management and super vision due to their psychic and physiological dependence. Based on the literature review, experts interview and policy comparative analysis, our study summarized and reviewed the status of related legislation and regulations since the enactment of the Narcotics and Psychotropic Drugs Regulations in 2005. We found the problems of legal loopholes, the complexity of supervision system and the irrational use of narcotics in the treatment of chronic non-cancer. Our analysis suggested that China should reinforce legislation, strengthen the cooperation among departments, establish the information network and improve the guideline of narcotics and psychotropic drugs for clinical treatment as quickly as possible.展开更多
Drawing on the Mazmanian Sabatier comprehensive model of policy implementation,this study conducted a systematic analysis of the pilot implementation of the disease control supervisor system in medical institutions in...Drawing on the Mazmanian Sabatier comprehensive model of policy implementation,this study conducted a systematic analysis of the pilot implementation of the disease control supervisor system in medical institutions in Shenzhen.By assessing three key dimensions—namely,the manageability of policy issues,regulatory capacity,and the external environment—the study found that the system has significantly improved the capacity of medical institutions in public health prevention and control,and enhanced their responsiveness to public health emergencies.However,several challenges continue to impede policy effectiveness,including unclear job responsibilities,insufficient professional staffing,and limited cross-sectoral collaboration efficiency.In response,the study proposes a set of measures to further promote the integration of medical and preventive services and offer a practical model for modernizing national public health governance.These measures include clarifying roles and responsibilities,establishing a tiered training system,strengthening multisectoral collaborative governance,and enhancing the support of information platforms.展开更多

However, its development has faced new challenges since there has been lack of explicitly unanimous definition for the capability dimensions of precise and accurate project management, as well as the models and their process control parameters. The required core capabilities based on the precise and accurate project management for various rings are involved in the project life cycle, namely, the required internationally core competences and their components for the phases of project strategic planning and decision making in the early project phase, as well as the value engineering, and the project supervision and controls during the execution phase.Through studying the effects of the internationally core competences based on precise and accurate project management capabilities for the success and excellence of projects and configuring such models, the goal is to help the main contractors continuously obtain project success and excellence, thus improve its internationally core competences with continuous project success and excellence.展开更多
Through the supply chain,the quality or quality change of the products can generate important losses.The quality control in some steps is made manually that supposes a high level of subjectivity,controlling the qualit...Through the supply chain,the quality or quality change of the products can generate important losses.The quality control in some steps is made manually that supposes a high level of subjectivity,controlling the quality and its evolution using automatic systems can suppose a reduction of the losses.Testing some automatic image analysis techniques in the case of tomatoes and zucchini is the main objective of this study.Two steps in the supply chain are considered,the feeding of the raw products into the handling chain(because low quality generates a reduction of the chain productivity)and the cool storage of the processed products(as the value at the market is reduced).It was proposed to analyze the incoming products at the head the processing line using CCD cameras to detect low quality and/or dirty products(corresponding to specific farmers/suppliers,it should be asked to improve to maintain the productivity of the line).The second stage is analyzing the evolution of the products along the cool chain(storage and transport),the use of an App developed to be use under Android was proposed to substitute the“visual”evaluation used in practice.The algorithms used,including stages of pre-treatment,segmentation,analysis and presentation of the results take account of the short time available and the limited capacity of the batteries.High performance techniques were applied to the homography stage to discard some of the images,resulting in better performance.Also threads and renderscript kernels were created to parallelize the methods used on the resulting images being able to inspect faster the products.The proposed method achieves success rates comparable to,and improving,the expert inspection.展开更多
