Chinese Anti-Cancer Association as a non-governmental organization undertakes systematic cancer prevention work in China 被引量:3

Cancer has become the first leading cause of death in the world, particularly in low- and middle-income countries. Facing the increasing trend of cancer incidence and mortality, China issued and implemented "three-ea... Cancer has become the first leading cause of death in the world, particularly in low- and middle-income countries. Facing the increasing trend of cancer incidence and mortality, China issued and implemented "three-early(early prevention, early diagnosis and early treatment)" national cancer prevention plan. As the main body and dependence of social governance, non-governmental organizations(NGOs) take over the role of government in the field of cancer prevention and treatment. American Cancer Society(ACS) made a research on cancer NGOs and civil society in cancer control and found that cancer NGOs in developing countries mobilize civil society to work together and advocate governments in their countries to develop policies to address the growing cancer burden. Union for International Cancer Control(UICC), Cancer Council Australia(CCA), and Malaysian cancer NGOs are the representatives of cancer NGOs in promoting cancer control. Selecting Chinese Anti-Cancer Association(CACA) as an example in China, this article is to investigate how NGOs undertake systematic cancer prevention work in China. By conducting real case study, we found that, as a NGO, CACA plays a significant role in intensifying the leading role of government in cancer control, optimizing cancer outcomes, decreasing cancer incidence and mortality rates and improving public health. 展开更多

This study analyzes the User Interface(UI)and User Experience(UX)of information systems that provide local government information.The systems analyzed are the Local Administrative Comprehensive Information Disclosure System(Zheripan),the Integrated Local Financial Disclosure System(Qinching Online),and the Local Regulations Information System(12348 Zhejiang Legal Network).The Local Administrative Comprehensive Information Disclosure System offers public service and personnel information,while the Integrated Local Financial Disclosure System provides financial information,and the Local Regulations Information System offers legal information as its main content.The analysis framework utilized three elements:objective data,psychological factors,and heuristic evaluation.The results of the first objective data analysis show that approximately 70%of visits to Zheripan and Qinching Online are through search,and the time spent on the homepage is short.In contrast,about 70%of visits to the 12348 Zhejiang Legal Network are direct visits,with users browsing multiple pages with a clear purpose.In terms of data provision methods,Zheripan provides two types of data in three formats,Qinching Online offers 28 types of data in five formats,and 12348 Zhejiang Legal Network provides one type of information in a single format.The second psychological factor analysis found that all three websites had a number of menus suitable for short-term cognitive capacity.However,only one of the sites had a layout that considered the user’s eye movement.Finally,the heuristic evaluation revealed that most of the evaluation criteria were not met.While the design is relatively simple and follows standards,feedback for users,error prevention,and help options were lacking.Moreover,the user-specific usability was low,and the systems remained at the information-providing level.Based on these findings,both short-term and long-term improvement measures for creating an interactive system beyond simple information disclosure are proposed. 展开更多

This paper develops an economic growth model incorporating China’s Environmental Target Responsibility System(ETRS)to analyze its impact on both economic growth and social welfare.We find that the ETRS’s effect on economic growth is complex,resulting from the interplay of three key factors:its potential to improve environmental quality,its potential dampening effect on total factor productivity(TFP),and its influence on local government spending on environmental governance.A balanced ETRS can improve environmental quality,promote technological innovation,and enhance social welfare.However,excessively stringent targets and overly emphasized responsibility may lead to declines in both economic growth and social welfare.From the perspective of balancing economic growth and social welfare,we find that the ETRS that maximizes economic growth is less stringent than the ETRS that maximizes social welfare.Crucially,the economic growth cost of shifting from a growth-maximizing to a welfare-maximizing ETRS is minimal.In other words,significant improvements in environmental quality and public well-being can be achieved without substantially sacrificing economic dynamism.This paper attempts to model China’s unique environmental target assessment system within the framework of endogenous growth theory,offering a new perspective for understanding the dynamic relationship between economic growth and environmental quality in China. 展开更多

加强府际政策协同是推进健康中国战略向纵深发展的重要保障。文章基于160份健康中国政策文本,从横向与纵向府际维度搭建央地政策“主题-工具-主体”三维协同分析框架,综合运用LDA主题模型与社会网络分析方法,系统探究了央地政策协同特... 加强府际政策协同是推进健康中国战略向纵深发展的重要保障。文章基于160份健康中国政策文本,从横向与纵向府际维度搭建央地政策“主题-工具-主体”三维协同分析框架,综合运用LDA主题模型与社会网络分析方法,系统探究了央地政策协同特征。研究发现:一是央地政策主题整体协同,呈现中央强引领、地方重落实的特征,央地政策主题虽有差异但属于合理的政策协同弹性区间;二是政策工具分布失衡,表现为供给主导的结构性依赖,需求型工具占比显著不足;三是政策主体协作网络“核心-边缘”特征显著,央地横向与纵向联动的立体化协作体系尚未完全形成;四是三维协同相互作用,形成主体为基、主题引领、工具支撑的非对称互动形态。据此,文章认为该战略的实施需构建主题协同动态调适机制,优化政策工具组成结构,健全主体间利益协调和激励机制,强化府际政策协同的制度支撑,从而提升健康中国政策体系整体治理效能。 展开更多

随着“一带一路”倡议的深入落实,来自中国的发展融资与建设项目的支持极大地填补了非洲国家的基础设施缺口,并显著推进了当地的经济增长和人民生活水平的提升。然而,中国和非洲产能合作中持续存在的非政府组织压力却是一个不可忽视的问... 随着“一带一路”倡议的深入落实,来自中国的发展融资与建设项目的支持极大地填补了非洲国家的基础设施缺口,并显著推进了当地的经济增长和人民生活水平的提升。然而,中国和非洲产能合作中持续存在的非政府组织压力却是一个不可忽视的问题,这与其背后国际非政府组织和西方国家的影响密不可分。本文以肯尼亚拉姆电站项目为例,以跨国网络双层博弈理论中的获胜集合评估为理论框架,整体还原并全面分析非政府组织在肯尼亚的涉华环境倡导过程及结果,对未来中非合作可能面临的相关风险进行战略识别和应对措施进行了探讨。因此,中国在将非产能合作布局转向清洁能源与电力稳定的基础上,进一步落实对非投资建设的环境管理标准,扩大中国社会组织的援非规模,推动中非合作向基层纵深发展。 展开更多

Underlying drivers of temporal-spatial energy consumption from the perspective of the government in China

Energy consumption(EC)is a core factor in maintaining sustainable development;little is known about the drivers of temporal-spatial EC changes and the corresponding inequality from the perspective of government,thereby weakening the policy implications for energy conservation and emission reduction.To fill this gap,this study uses spatial-temporal logarithmic mean Divisia index models and extended Theil index inequality models to investigate the drivers of EC changes and inequality,considering the scale and structure of governmental environmental expenditure(EG)across 30 Chinese provinces from 2007 to 2021.The findings reveal that:First,EG acts as a positive driver of total EC,while industrial investment efficiency and fiscal expenditure pressure exert negative effects.Second,disparities in EG functions act as a negative driver,accounting for a 4.56%decrease in average interprovincial EC gaps.Third,China’s EC inequality demonstrated an overall upward trajectory from 0.074 to 0.093 over the period,mainly driven by positive contributions from inequalities in EG and the fiscal expenditure structure.This study highlights the importance of optimizing the government expenditure structure and scale in formulating policies for sustainable EC. 展开更多

By comparing the growth trajectories of East Asia and Latin America,this study finds that during industrialization,East Asian economies actively advanced their manufacturing sectors toward high-end production and achieved a higher relative density of high-skilled labor within this sector.In contrast,Latin American economies experienced a“low-end lock-in”in manufacturing,with high-skilled labor more heavily concentrated in the service sector.To provide a unified explanation of these patterns of industrial transformation and labor allocation,this paper develops a three-sector general equilibrium model that includes basic manufacturing(BM),high-end manufacturing(HM),and services,and incorporates labor heterogeneity.The model captures how,under different development thresholds for HM,the allocation of high-skilled labor across sectors leads to two distinct structural transformation paths:from BM to HM,or from BM to services.These paths,in turn,generate different trajectories of human capital accumulation and economic growth performance.Simulation analysis shows that dynamically adjusted industrial policies are more effective than static ones,and that combining education policy with industrial policy yields better outcomes than either policy alone.This study extends theoretical research on industrial structural transformation,highlights the importance of HM for latecomer economies,and offers theoretical underpinnings and decision-making insights for advancing new industrialization and deepening integration between industrial and talent chains. 展开更多

地区经济增长愈发依赖产业协同集聚,政府产业基金这一新兴投资模式对其促进作用举足轻重。本文从理论层面深度剖析政府产业基金驱动城市产业协同集聚的效应及传导机制。在实证层面,以2011—2021年城市尺度面板数据为基础,借助双重差分... 地区经济增长愈发依赖产业协同集聚,政府产业基金这一新兴投资模式对其促进作用举足轻重。本文从理论层面深度剖析政府产业基金驱动城市产业协同集聚的效应及传导机制。在实证层面,以2011—2021年城市尺度面板数据为基础,借助双重差分模型、链式多重中介效应模型和空间计量模型,对政府产业基金影响城市产业协同集聚的效应、异质性特征、作用机制及空间溢出效应进行检验。研究结果表明:①政府产业基金对城市产业协同集聚具有显著的正向促进作用,且该结论在稳健性与内生性检验下依旧成立。②政府产业基金对城市产业协同集聚的影响呈现出多维异质性特征,在中部城市、外围城市以及资源型城市,政府产业基金对产业协同集聚的影响更为显著。③政府产业基金通过提高资源配置效率和提升城市创新创业活力发挥着显著且正向的链式多重中介作用。④政府产业基金具有显著的正向溢出效应,可提升试点城市及邻近城市的产业协同集聚水平。本文为政府产业基金推动城市产业协同发展提供了理论依据与决策参考。 展开更多

数字时代基层政务新媒体“流量追逐”现象的生成逻辑与规范应对

数字时代,基层政务新媒体领域“流量追逐”现象日益凸显。在外部考核压力驱动下,基层政务新媒体会产生任务型流量追逐,并因考核强度差异分化为强任务型与弱任务型;在主动回应公众需求导向下,则形成自发型流量追逐,并因公共价值实现程度... 数字时代,基层政务新媒体领域“流量追逐”现象日益凸显。在外部考核压力驱动下,基层政务新媒体会产生任务型流量追逐,并因考核强度差异分化为强任务型与弱任务型;在主动回应公众需求导向下,则形成自发型流量追逐,并因公共价值实现程度不同分化为实质回应型与形式回应型。“流量追逐”现象虽在一定程度上促进了政务传播与诉求回应,却也滋生出媒介运营短视化、形式化等问题。这一现象与压力型体制和回应型政府的双重逻辑密切相关:压力型体制下的考核导向与竞争压力构成其外部驱动;全能主义与有限政府之间的回应悖论,则使对公众注意力的争夺成为其内在动因。因此,有必要在压力型体制中嵌入压力纾解机制,在回应性逻辑下重塑实质性回应功能,从而矫正基层政务新媒体“流量追逐”之下的流量异化问题,推动其回归至数字政府建设中的应然定位。 展开更多
