Being one of the two basic strategies of China in the new era, sustainable development plays a directive role in the coordinated development of socio-economy, natural resources and ecology of Fujian. This paper analyses some important issues influencing sustainable development in Fujian in the next 20 years, such as the sustainable development of economy, investment environment improving and further opening to the outside, urbanization and coordinated development of city system, rational exploitation of natural resources, environmental conservation and ecological rehabilitation, and narrowing intraprovincial gap. This is huge historic achievement of China and also rare in development history of world agriculture. However,at the same time of making great achievements,China's agriculture is still confronted with many problems. On the basis of extensive survey,it pointed out 10 outstanding problems: farmland,labor,livestock power,water conservancy,input,agricultural disaster,ecological and environmental problem,waste of resources,economic scale and economic benefits. These problems have brought great adverse influence on China's agricultural development. In this paper,the functions of wind prevention,sand blocking and fixation,improving soil physical and chemical properties and increasing plant diversity of sand barriers,accretion coefficient and capacity between sand barriers,and mobile sand barriers were analyzed firstly,and then several issues that should be noted in the development and application of sand barriers were proposed. The results show that sand barriers can fix sand on the spot and maintain the stability of sand surface. As an auxiliary measure before afforestation on a mobile sand surface,they are practical and feasible. The biggest drawback of sand barriers is that they are easy to be saturated. Although they can increase plant diversity and surface roughness,they lose the function of blocking sand flow after being saturated,and their function of in-situ sand fixation also rapidly decreases with the degradation of sand barriers. Mobile sand barriers overcome the disadvantage of sand barriers being easy to be saturated to some extent,but the cost greatly increases. In terms of desertification prevention and control by plants,plants are used as sand barriers to study their functions of sand blocking and sand fixation in many researches and practices,but the more important ecological functions of adjusting temperature on sand surface and achieving surface thermodynamic equilibrium of plants are ignored.展开更多

This de...Developing the Changjiang(Yangtze) River and building a developed economic zone along the bank area of the Chanajiang River is a great strategic decision of the national macroeconomic development distribution. This decision has both given an impetus to fast development of the regional economy and exacerbated the contradiction among economy and resources and environment. In this paper, some major problems ekisting in economic sustainable development, such as scattered industrial structure, duplicated construction of the great projects, enlarging the development gap of the regional economy and deteriorated environment etc., have been studied. The results show that scattered structure and duplicated distribution of some key industries and projects, especially automobile, electronics and petrochemical industry and communication, power installations, is one of the reasons for low industrial economic benefit; the great development gap among upper, middle and lower reaches areas are enlarging since the 1990’ s; soil erosion, nood disaster and environmental pollution are still exacerliating due to unreasonable over-development. Based on the above analysis, this paper brings out some countermeasures and proposals for increasing the ability of regional sustainable development, including transregional reorganization of industrial structure linking by assets and speeding the process of regional economy integration; gradually controlling and reducing the development gap arnong upper, middle and lower reaches areas through regional cooperation on a mutually beneficial basis; as well as strengthening ecological construction and environmental protection and increasing environmental bearing capacity etc.展开更多

By typical field investigations we found that China's development areas have the characteristics of abundant categories, excessive quantities, large scales and dense localities in coastlands, border areas and river banks. And their utilization have 4 features of mainly collecting and occupying agricultural lands, minor rebuilding of old city; mainly taking up cultivated lands, minor exploiting and utilizing barren mountains and bleak sloping lands; collecting and occupying lands at first, utilizing afterwards; using large quantities of lands but obtaining comparatively fewer benefits. According to the analyses, China's development areas can be concluded into one of the four categories: constructed from cultivated lands, reconstructed from old cities, constructed from coastlands and islands, and constructed from barren mountains and desolate sloping lands. Their corresponding problems of unsuitable planning and distribution leaving cultivated lands unused, low remission price and chaotic management measures are analyzed in detail and the countermeasures are put forward. These include planning and distribution the lands in an integrated way, managing all these lands in a unified system. improving the growth pattern of their economy, and advancing their utilization and output ratios.展开更多
