Through improving the aging process during synthesis of the support, γ-Al2O3 with large pore volume and high surface area was synthesized by a facile secondary reforming method. The synthesis parameters, such as the reaction temperature, the first aging temperature and the second aging temperature, were investigated. The textural properties of γ-Al2O3 were characterized by means of N2 adsorption-desorption isotherms, X-ray powder diffractometry (XRD), scanning electron microscopy (SEM), Fourier transform infrared (FTIR) spectroscopy and thermogravimetry (TG). The experimental results indicated that AACH and amorphous A1OOH were the precursors of alumina, which were formed via precipitation from solutions after reaction of aluminum sulphate with ammonium hydrogen carbonate. The precursor nanocrystallites grew and re-assembled during the secondary reforming process, which resulted in an increased pore size and pore volume and a decreased bulk density. The as-synthesized γ-Al2O3 materials featured meso/macroporosity, large pore volume (2.175 cm^3/g), high surface area (237.8 m^2/g), and low bulk density (0.284 g/mL). 展开更多

The nickel-based catalysts were prepared by the sol-gel method and used for the CH4 reforming with CO2. The effects of the sol-gel method on the specific surface area, catalytic activity, desorption, and reduction performances of catalysts were investigated with BET, TPR, and TPD. Compared with the catalyst prepared by the impregnation method, the results indicated that the catalysts prepared by the sol-gel method had larger specific surface area, showing higher catalytic activities and exhibiting perfect desorption and reduction performances. In addition, the modification effects of adding La were studied, and it was found that the 0.75NLBT catalyst constituted of 5wt.%Ni-0.75wt.%La was optimal. 展开更多

DRG/DIP支付改革绩效考核指标体系优化研究——基于四川省12市州考核文本的实证分析

目的:从医保管理视角分析四川省基本医保支付方式改革绩效考核指标特征,为探索构建科学的医保支付绩效考核机制提供参考。方法:收集四川省12个市州医保局印发的DRG/DIP年度考核评分表,运用词频分析、UCINET社会网络分析及熵权法,对指标... 目的:从医保管理视角分析四川省基本医保支付方式改革绩效考核指标特征,为探索构建科学的医保支付绩效考核机制提供参考。方法:收集四川省12个市州医保局印发的DRG/DIP年度考核评分表,运用词频分析、UCINET社会网络分析及熵权法,对指标的分布特征、中心度关系与权重结果进行综合分析。结果:分析发现,CMI值、时间消耗指数、费用消耗指数、医保结算清单填报率等指标在考核体系中出现频率高,中心度大,熵值高,熵权值低,具有核心通用性;不同市州在指标数量、结构和权重设置上存在差异,反映出医保支付方式改革政策导向的地区差异。结论:DRG/DIP绩效考核体系应契合医保支付方式改革目标,在统一标准与地区差异间寻求平衡,构建以省级统筹为方向,以基础性指标为核心、差异化指标为补充的绩效评价体系,考核结果可与医保清算和政策资源配置挂钩,通过横向比较形成标杆效应,并兼顾纵向分析,避免“鞭打快牛”。绩效考核体系需优选可量化的客观指标,根据改革进程持续优化,形成科学、灵活、可持续的考核体系。 展开更多

Thermodynamic analysis was applied to study combined partial oxidation and carbon dioxide reforming of methane in view of carbon formation. The equilibrium calculations employing the Gibbs energy minimization were performed upon wide ranges of pressure (1-25 atm), temperature (600-1300 K), carbon dioxide to methane ratio (0-2) and oxygen to methane ratio (0-1). The thermodynamic results were compared with the results obtained over a Ru supported catalyst. The results revealed that by increasing the reaction pressure methane conversion decreased. Also it was found that the atmospheric pressure is the preferable pressure for both dry reforming and partial oxidation of methane and increasing the temperature caused increases in both activity of carbon and conversion of methane. The results clearly showed that the addition of O2 to the feed mixture could lead to a reduction of carbon deposition. 展开更多

The Substantive Reform of Court Trials: A Transformation of Logic in the Methods of Evidence Investigation——Summary of the Reform Pilot Project in Chengdu

In the pilot project of the substantive reform of court trials,“unexpected” judgments appeared constantly because the traditional documentary investigation mode has been replaced by an investigation mode under the principle of directness and verbalism. This change in the logic of factual judgments has caused a change in the methods of evidence examination. In traditional evidence examination, evidence obtained from investigations is supposed to be genuine and reliable. In the substantive reform of court trials, it is presumed that evidence obtained from investigations cannot be fully trusted and it is easier to ascertain the facts of the case by investigating using the principles of directness, verbalism and individualized judging methods for evidence examinations. In practice, there are three main factors affecting the genuineness of evidence: the cognitive rules of testifiers, the motivation of the subjects who provide evidence, and the methods used by investigators to obtain evidence. Based on any one of these three factors, it cannot be concluded that evidence obtained from investigations is superior to evidence presented in court. The substantive court investigation is more advantageous to establishing the facts of a case than the traditional court investigation. The essential characteristics of the substantive reform of court trials are pursuing reality in essence instead of in form, and using the files of the court trials instead of the files of the investigation to avoid the evidence obtained through investigations from playing a decisive role in the adjudication thus making criminal procedures trial-centered rather than investigation-centered. 展开更多

病种点数法驱动公立医院绩效体系建设探索

目的:探讨病种点数法解决DRG支付下公立医院绩效管理中技术价值量化失真问题的有效性。方法:构建技术价值、资源效率和质量安全三维指标体系与阶段性动态核算模型,以246837例住院病例为样本进行验证。结果:病种点数法通过CMI加权与消耗... 目的:探讨病种点数法解决DRG支付下公立医院绩效管理中技术价值量化失真问题的有效性。方法:构建技术价值、资源效率和质量安全三维指标体系与阶段性动态核算模型,以246837例住院病例为样本进行验证。结果:病种点数法通过CMI加权与消耗指数约束实现难度、价值和效率高度匹配(r=0.836,P<0.001);推动CMI值提升6.91%,费用消耗指数下降6.17%,三四级手术量增长49.82%,不良事件率下降14.93%;在资源配置、成本控制与技术价值体现方面显著优于传统方法(P<0.05)。结论:该方法为公立医院提供了精细化绩效管理的可复制框架,有效平衡了成本控制与价值补偿,助力医院向高难度、高效率、高质量方向转型。 展开更多
