With the development of power system towards intelligence and informatization,the threat of strong electromagnetic pulses is increasing.High-altitude electromagnetic pulse(HEMP),with its wide coverage and high electri...With the development of power system towards intelligence and informatization,the threat of strong electromagnetic pulses is increasing.High-altitude electromagnetic pulse(HEMP),with its wide coverage and high electric field strength,poses a global threat to power facilities distributed over a wide area and can paralyze the power system of a region or even a country.In addition,in the context of energy transition in China,the current power system in China presents new characteristics of uncer-tainty,openness,and complexity,which makes it more vulnerable to the increasing natural disasters and possible manmade attacks,adding great potential risks to its operation.Focusing on the environmental characteristics,effects and hazards of HEMP and preliminary assessment results,as well as taking into account the security faced by the power system under the energy transition,this paper proposes the construction of a resilient power system with high resilience as a response strategy.Also,this paper elaborates the development steps and specific research framework for a resilient power system.It is hoped that a resilient power system with rapid resilience will be built after 15 years of hard work of the whole industry.展开更多
