Method of fuzzy comprehensive evaluation is used to carry out suitability evaluation on the information service system of"Agricultural Science and Technology 110"in Sichuan Province,China.Analytic hierarchy process(AHP)and expert consultation method are used to determine the evaluation index system and index weight.Suitability effect of the information service system of"Agricultural Science and Technology 110"is taken as the target layer.The five indices at criterion layer are the organizational mode of agricultural information service,the support system of agricultural information resources,the agricultural information transfer system,the capital source of agricultural information service,and the support system of agricultural information service.And the index layer includes the talent team of agent service,the interaction between the subject and object,the accuracy of agricultural information,the convenience of agricultural information transfer,the adequacy of fund,the efficiency in the use of fund,the status of information infrastructure and so on.Evaluation result shows that the information service system of"Agricultural Science and Technology 110"in Sichuan Province is suitable for the rural economic development at present.The major factors restricting the information service system are the lack of continuity,the weak infrastructure of agricultural information infrastructure,and the relatively low education level of agricultural producers.Therefore,we should further explore and improve the operation mechanism of agricultural information service,expand the capital source of agricultural information service,strengthen the construction of agricultural infrastructure,and ensure the continuous operation of information service system. 展开更多

One of the primary and core issues of strategic information research is information perception,so this paper mainly expounds the perception method for strategic information perception in the open source intelligence environment as well as the framework and basic process of information perception. This paper argues that in order to match the information perception result with the information depiction result,it conducts practical exploration for the results of information acquisition,perception,depiction and analysis. It is the first time that the world’s first new method of farming,the"Fenlong farming technology,"has been systematically clarified,and the"Fenlong body integrating with natural science"has been created in terms of land resource activation,natural fertilization,natural water management,natural ecological improvement(including climate),and natural indirect activation of river water resources.Moreover,the"theory of Fenlong energy"has been established based on its effectiveness.The"theory of Fenlong energy"originates from the"multiplying and incremental utilization of three-dimensional spatial resources"in production practice.Its application to more than 40 kinds of crops such as rice,corn and wheat in 26 provinces including Guangxi,Xinjiang and Tibet shows that:the yield of arable land increases by 20%to 50%(the quality is improved by 5%),the yield of saline land increases by 20%to 100%,and it can retain 100%of water and resist or ease the disaster.The"theory of three-dimensional spatial resources","Fenlong science","Fenlong law"are the theoretical base for the establishment of the"theory of Fenlong energy".Based on the phenomena that the Fenlong crops have particularly developed root systems,white and more fibrous roots,and tall plants,it is proposed for the first time that Fenlong farming breaks the confinement of the bottom layer of the plow and realizes the holographic penetration of material,energy,and information flows,and there may be the speculation of"Fenlong dark matter flow". 展开更多

开展溶剂型涂料车间有机废气综合治理技术研究。在一层卸料口、二层投料口、三层储罐区等位置,布置溶剂型涂料车间有机废气收集罩,并利用有机废气流动传热方程,计算集气罩内有机废气的应力张量。在电场力的作用下,分析静电除尘器中尘粒... 开展溶剂型涂料车间有机废气综合治理技术研究。在一层卸料口、二层投料口、三层储罐区等位置,布置溶剂型涂料车间有机废气收集罩,并利用有机废气流动传热方程,计算集气罩内有机废气的应力张量。在电场力的作用下,分析静电除尘器中尘粒的有效驱进速度与电场风速的变化关系,在集尘极板面形成不断更新的水膜,处理收集罩内的有机废气,实现综合治理。治理结果显示,以下有机废气治理后的余气量在0~6 T/A波动:二甲苯(C8H_(10))、乙酸乙酯(C_(4)H_(8)O_(2))、乙酸丁酯(C_(6)H_(12)O_(2))、丁酮(C_(4)H_(8)O)、乙醇(C_(2)H_(5)OH)、二氯甲烷(CH_(2)C_(2)L)、乙醛(CH_(3)CHO)、三甲胺((CH_(3))_(3)N)。在排放量标准之内,废气综合治理效果良好,对于涂料车间的安全生产具有重要作用。 展开更多

Science and technology innovation talents are at the core of technology innovation,and their mobility has become a source of competition between regions and institutes.This paper analyzes the curriculum vitaes(CVs)of young and middle-aged leading talents in technology innovation,and explores their mobility patterns during their schooling and employment,leading to the following observations:A high-quality learning environment is an essential for the development of innovation talents;the mobility intensity has increased,and the phenomenon of"inbreeding"has been alleviated;the total number of institution or location changes is positively correlated with age,and the overall trend of mobility is stable;the regional imbalance of talent mobility has intensified,and the Matthew Effect,whereby initial advantage amplifies success and initial disadvantage amplifies disadvantage,has become prominent.This paper proposes measures such as refining cross-border mobility policy,expanding the academic vision of innovation talents,encouraging talent employment mobility,optimizing the allocation of resources,improving the human resource environment,establishing a talent development ecology,enriching educational resources,and coordinating the relationship between talent cultivation and talent attraction.These measures are expected to provide insights into the development and mobility of technology innovation talents and to be beneficial for the improvement of science and technology innovation talents policies. 展开更多

科技服务业区域试点既有助于提升区域科技创新能力,也有助于提升区域数字贸易国际竞争力。基于2005—2022年我国292个地级及以上城市(未含香港地区、澳门地区、台湾地区城市)面板数据,以科技服务业区域试点为准自然实验,利用多期双重差... 科技服务业区域试点既有助于提升区域科技创新能力,也有助于提升区域数字贸易国际竞争力。基于2005—2022年我国292个地级及以上城市(未含香港地区、澳门地区、台湾地区城市)面板数据,以科技服务业区域试点为准自然实验,利用多期双重差分模型,探究科技服务业区域试点对我国数字贸易国际竞争力的影响与机制。研究表明,科技服务业区域试点能显著提升数字贸易国际竞争力,且该结论在经过内生性检验和稳健性检验后依然成立;技术创新和经济发展在科技服务业区域试点对数字贸易国际竞争力的影响中发挥中介效应,即科技服务业区域试点能够通过促进技术创新、推动经济发展提升数字贸易国际竞争力;科技服务业区域试点对我国数字贸易国际竞争力的影响具有异质性,相比于未开通中欧班列、未设立跨境电商综合试验区、未设立自由贸易区的城市,科技服务业区域试点对数字贸易国际竞争力的提升作用在开通中欧班列、设立跨境电子商务综合试验区、设立自由贸易区的城市更强。科技服务业区域试点对数字贸易国际竞争力的影响具有正向空间溢出效应,即科技服务业区域试点能突破地域限制,在提升本地数字贸易国际竞争力的同时,借助先进数字技术,带动周边地区降低交易成本,打造具有国际影响力的品牌,提升数字贸易国际竞争力。为进一步提升数字贸易国际竞争力,应合理布局科技服务业区域试点,加强科技创新,推动经济发展,充分发挥科技服务业积极作用。 展开更多

为了对青海省的生态安全水平进行定量评价,分析并认识青海省生态状况及其影响因素,进而为生态工作提供相应方向和措施,研究基于“压力-状态-响应”(Pressure-State-Response,PSR)模型构建青海省生态安全评价体系,采用熵权法计算指标权重... 为了对青海省的生态安全水平进行定量评价,分析并认识青海省生态状况及其影响因素,进而为生态工作提供相应方向和措施,研究基于“压力-状态-响应”(Pressure-State-Response,PSR)模型构建青海省生态安全评价体系,采用熵权法计算指标权重,运用综合指数法评价分析青海省生态安全的状况,并采用灰色关联度法和障碍度模型,分析影响青海省生态安全的关键因素。结果显示:(1)青海省生态安全指数整体呈现“波浪式”上升趋势,安全等级由较不安全等级逐年上升至较安全等级。(2)从关联度来看,在子系统中,状态子系统占主要地位。在各评价指标中,影响青海省生态安全的因素主要集中于经济和环境维度。(3)从障碍度来看,目前阻碍青海省生态安全发展的障碍因子主要为造林面积、治理废气项目完成投资、二氧化硫排放量等要素。在2005—2020年,青海省生态安全水平显著提高,但仍有提升空间。政府需积极落实政策,发展绿色产业,保护生态环境,实现走可持续发展道路。 展开更多
