[目的/意义]促进科技发展和科技促进发展是科技智库的主要使命。欧盟联合研究中心(Joint Research Centre,JRC)致力于为欧盟科技政策的制定提供独立的证据支持,在履行科技智库使命上具有代表性。分析JRC在欧盟科技政策制定过程中的具体...[目的/意义]促进科技发展和科技促进发展是科技智库的主要使命。欧盟联合研究中心(Joint Research Centre,JRC)致力于为欧盟科技政策的制定提供独立的证据支持,在履行科技智库使命上具有代表性。分析JRC在欧盟科技政策制定过程中的具体实践,对于理解科技智库如何有效支撑政策制定、促进科技进步与社会发展具有重要意义。[方法/过程]本文基于一手资料,对文献和案例进行探究,介绍JRC机构概况,分析其支撑政策制定的技能和特征,提出适用于我国科技智库建设的镜鉴和建议。[结果/结论]在支撑政策制定上,JRC以欧盟战略目标为导向开展工作,在证据的生成、评估、传播以及工作过程中的合作、交流上培养了八大核心技能,体现了JRC深度融入政策过程、系统管理相关证据、借力生成丰富证据、追求有效知识传递的工作特征。建议我国的科技智库建立有效需求对接机制、提升智库人才综合素质、强化证据管理评价体系、发展本土交流互动平台。展开更多
