The state must determine the important position of the eco-environmental protection inspector to ensure the efficient implementation of the states responsibility for the prevention and control of soil pollution, so as to prevent all policies, measures and systems from becoming formalistic and thus promote the process of social and economic transformation and upgrading in China.
