摘要
江泽民同志在党的十六大报告中将“形成全民学习，终身学习的学习型社会”列为全面建设小康社会奋斗目标。建设学习型社会是提高全民族素质，促进人的全面发展，适应知识经济时代和社会信息化的必然选择。学习型社会的构建，要在全社会营造浓厚的学习氛围；引导全民确立终身学习的意识；建立健全必要的保障措施，形成一个系统的教育网络，切实加强学习型社会创建工作的领导。
In the reports of the 16th congress of the CCP, Comrade Jiang Zemin proposed 'all the people study and study all their lives in the Society of Study Type' as the target of building a Well-off Society in an all-round way. Constructing such society is an inevitable choice to enhance the whole quality, promote people's whole development, fit in with the era of knowledgeable economic and social information style. To construct it, we must build strong study atmosphere in whole society, guide people to establish ideology of studying all their lives, build and perfect necessary ensure measures, form a systematic education network and strenghthen leading the constructing in all seriousness.
