摘要
加强党的执政能力建设是党的十六大提出的带全局性、根本性的重大课题 ,其本质内涵在于立足国情实际、从党所处的历史方位和时代要求出发 ,不断培养提升党在执政实践中的谋略与制胜能力 ,为民族振兴和人民幸福创造坚实的基础。当前 ,加强党的执政能力建设的重点任务和基本要求是着力提高党的“五大能力” ,即科学判断形势的能力 ,驾驭市场经济的能力 ,应对复杂局面的能力 ,依法执政的能力 ,总揽全局的能力。
Building up the Party's governing capacity is a fundamental and comprehensive subject of paramount importance put forward at the 16th National Congress of the CPC. Its essence is to improve the Party's governing capacities in practice, and lay a solid foundation for China's rejuvenation and people's happiness in accordance with China's real situation and the requirement of the time and history of the CPC. Now the main task and basic requirement to build up the Party's governing capacity is to make an effort to Improve the Party's “Five Capacities”, namely: the capacity of scientific judgment; the capacity of keeping market economy well in hand; the capacity of dealing with complicated situations; the capacity of exercising state power by law and the capacity of assuming overall responsibility.
