摘要
国家和政府是两个不同的概念。国家是人类社会发展到一定历史阶段的产物 ,政府是国家的一个职能部门 ,代表国家行使一定职权。在现代市场经济中 ,宏观调控活动的主体是国家 ,政府代表国家享有一定的宏观调控权 ,同时对此宏观调控权又要加以规范和完善。与政府宏观调控权相对应 ,政府也必须承担相应的责任 。
The nation is the product of human society which develops to a certain stage of history and the government is a function department which represents the nation to implement some power.In today's market economy,the entity of macro adjustment activities is the nation and the government represents the nation to possess some power of macro adjustment .At the same time the government should standardize and improve the power of macro adjustment.Besides,the government must also undertake relevant responsibilities and fully develops its function in the field of macro adjustment.
