摘要
资本市场是一个完整的体系 ,应该有层次性。既应该有主板市场 ,也应该有二板市场及三板市场。长期以来 ,国有企业改革进展缓慢 ,其中一个重要的原因就是区域资本市场发展滞后。深化西部国有企业改革 ,加快国有经济的战略性调整 ,必须抓住我国加入WTO和西部大开发的历史机遇 。
Capital market is a complete system of hierarchy.It should have not only its primary market,but also its secondary and tertiary markets.Delayed development of regional capital market has long been one of the major causes for the slow progress in the reform of state-owned enterprises.To deepen the SOE reform in the western region and speed up the strategic restructure of state-owned economy,we must grasp the historic opportunity resulting from China's entry into the WTO and the development of the western region to greatly develop regional capital market.As an important form of regional capital market,the market of property rights should be developed quickly by speeding up the establishment of legal and regulatory system for transaction,strengthening governmental guidance and supervision,perfecting market organization to give play to the role of various specialized companies,and enlarging transaction volume by means of information network construction.
