摘要
为了促进黑龙江省水能资源的高效开发利用 ,在论述开发利用成就的基础上 ,从水电规划、设计、建设、管理及投资等方面提出了存在的问题 ,并从可持续发展角度 ,对水能资源的进一步开发利用 ,提出了对策措施 ,从而为黑龙江省水电事业长久地发展 。
In order to promote high-efficiency development of waterpower resources of Heilongjiang Province, the problems existing in the planning, design, construction, management and investment of hydropower are pointed out on the basis of statement of the achievements of water resources development. The countermeasures for further development of the waterpower resources are also proposed from the angle of sustainable development, so that systematic research idea is brought forward for the long-term development of hydropower career of Heilongjiang Province.
