摘要
[目的]“蜘蛛网”行动重新定义了现代战争中情报部门的战略价值,从多维视角解析乌克兰“蜘蛛网”行动的情报保障体系,揭示此次行动的情报保障运行机理,剖析此案例背后的情报理念及方法,为国家安全情报研究提供新的案例与理论支持。[方法]采用案例分析法和系统分析相结合,深度解构“蜘蛛网”行动中情报保障的关键环节,系统归纳现代情报保障的演进规律。[结果/结论]“蜘蛛网”行动的情报保障体系从多个维度展开,具有分布式保障特点。在情报收集阶段,重点突出人力与开源情报相结合。在分析阶段,多源情报融合,注重技术手段,特别是大数据与人工智能。传递阶段,建立高效传递机制,注重国内国际情报合作,畅通情报保障渠道。未来,可以从反情报视角,加强反恐渗透工作。在技术层面,构建智能化情报体系。在组织层面,构建协同及情报共享机制,提高情报保障效率。在人才建设方面,强化情报人才培训,夯实情报保障的人力基础。
[Purpose]The"Spiderweb"operation has redefined the strategic value of intelligence agencies in modern warfare.This study analyzes the intelligence support system of Ukraine's"Spiderweb"operation from a multi-dimensional perspective,reveals the operational mechanism of its intelligence support,and dissects the underlying intelligence concepts and methods,so as to provide new cases and theoretical support for national security intelligence research.[Method]By combining case analysis with systematic analysis,this study deeply deconstructs the key links of intelligence support in the"Spiderweb"operation and systematically summarizes the evolutionary laws of modern intelligence support.[Result/Conclusion]The intelligence support system of the"Spiderweb"operation unfolds in multiple dimensions and features distributed support.In the intelligence collection stage,it highlights the combination of human intelligence and open-source intelligence.In the analysis stage,multi-source intelligence integration is emphasized,with a focus on technical means,especially big data and artificial intelligence.In the dissemination stage,an efficient dissemination mechanism is established,attaching importance to domestic and international intelligence cooperation to unblock intelligence support channels.In the future,efforts can be made from the perspective of counterintelligence to strengthen anti-terrorism infiltration.Technically,an intelligent intelligence system should be constructed.Organizationally,collaborative and intelligence sharing mechanisms should be established to improve intelligence support efficiency.In terms of talent construction,intelligence personnel training should be strengthened to consolidate the human resource foundation of intelligence support.
