摘要
随着我国各地城市更新工作的持续推进,青年发展型城市建设逐步与城市更新行动相结合,强调在城市更新全流程融入青年元素,从青年友好视角强化城市更新实施效能。面对当前城市更新实践中存在的与青年发展系统性协同不足困境,基于青年发展型城市概念,从空间供给、驱动机制、政策保障3个维度重新界定其更新内涵,提出“空间—运营—治理”三元协同的青年发展型城市更新模式,并以西安长安路片区为例展开实证分析,探讨青年发展型城市更新路径。研究发现:构建需求导向的空间增值模式,以功能复合布局、产权模式创新与文化场景营造精准响应青年多元需求,能有效提升空间使用效能、增强青年群体归属感;建立多元主体协同共治的价值共创模式,能够实现城市更新全流程的利益平衡与可持续运营;从过程保障和对象赋能两个维度完善长效治理模式,能够推动青年群体从被动管理对象转变为主动发展主体。
With the continuous advancement of urban renewal efforts across China,the construction of youth-developmentoriented cities has been gradually integrated with urban renewal initiatives.This integration emphasizes incorporating youthoriented elements into urban renewal and strengthening the implementation efficiency of urban renewal from a youth-friendly perspective.In response to the current issues of youth marginalization and homogenization in urban renewal implementation,the connotation of urban renewal is redefined from three aspects:spatial supply,driving mechanism,and supply guarantee.A"spaceoperation-governance"ternary collaborative urban renewal model is proposed for youth-development-oriented cities,and the Chang'an Road Area in Xi'an is taken as a case study to discuss the path of urban renewal for youth-development-oriented cities.The research findings are as follows:constructing a demand-oriented spatial value-added model,which responds to the diverse needs of young people through functional integration,property rights innovation,and cultural scenario creation,can enhance the efficiency of space utilization and a sense of belonging;establishing a multi-stakeholder collaborative value co-creation mechanism can achieve interest balance and sustainable operation in the renewal process;improving the policy guarantee and long-term governance system from both process and target dimensions can promote the transformation of young people from managed objects to main actors in development.
