超大特大城市雨洪韧性的规划响应逻辑及路径

摘要 气候变化背景下极端降水事件频次与强度显著增加,超大特大城市成为雨洪风险的核心承灾体。聚焦超大特大城市雨洪韧性的规划响应,从空间、时序、治理、技术4个维度剖析规划响应困境,阐述超大特大城市雨洪韧性的规划响应逻辑及协同框架,提出空间—时序—治理—技术多维协同的实践路径。通过多尺度韧性空间优化、全周期动态耦合、治理权责匹配及数智技术工具赋能,以期为国土空间规划体系下超大特大城市应对极端雨洪提供理论支撑与策略参考。 In the context of climate change,the frequency and intensity of extreme precipitation events have witnessed a significant increase.Mega-cities serve as the primary entities bearing the risks of pluvial floods.Focusing on the planning responses for pluvial flood resilience in mega-cities,the dilemmas of these planning responses are analyzed from four dimensions:space,time,governance,and technology.Moreover,the logic and collaborative framework for planning responses to enhance pluvial flood resilience are elaborated,and a multidimensional synergistic practice pathway integrating space,time,governance,and technology is proposed.Multiple approaches,including multi-scale resilient spatial optimization,full-cycle dynamic coupling,matching of governance rights and responsibilities,and integration of digital-intelligent technological tools,offer theoretical support and strategic references for mega-cities to cope with extreme pluvial floods within the territorial spatial planning system.
