摘要
建设全国统一大市场对构建以国内大循环为主体、国内国际双循环相促进的新发展格局具有重要意义,而推动政府治理数字化改革是建设统一大市场的重要抓手,其有助于破解政府缺位、越位难题,弥补市场失灵,实现资源有效配置,并通过产业布局一体化及内外贸一体化赋能全国统一大市场的形成。基于中国2017—2023年的政府网站工作年度报表及216个地级市数据构建双重固定效应模型,实证检验政府数字治理对全国统一大市场的影响。研究发现,政府数字治理显著推进了全国统一大市场的形成,政府数字治理的标准差每增加一个百分点,全国统一大市场相对于平均值约增加6.98%;作用机理检验表明,政府数字治理通过促进产业布局一体化及内外贸一体化的发展,赋能全国统一大市场的建设;在治理需求较大、治理模式前沿及治理能力较高的地区,政府数字治理对全国统一大市场的积极影响更为凸显。本研究为数字技术时代下统一大市场的建设及治理体系的现代化发展提供了参考。
The construction of a unified national market is of great significance for fostering a new development paradigm characterized by domestic circulation as the mainstay and domestic and international circulations reinforcing each other.Advancing the digital transformation of government governance serves as a crucial instrument in building such a unified market,as it helps remedy government absence and overreach,compensate for market failures,and facilitate efficient resource allocation.Furthermore,through the coordinated integration of industrial layout and domestic and foreign trade,government digital governance enables the formation of a unified national market.Based on the Annual Report on Chinese Government Websites from 2017 to 2023 and data from 216 prefecture-level cities,this study constructs a two-way fixed effects model to empirically examine the impact of government digital governance on the unified national market.The results show that government digital governance significantly promotes the formation of a unified national market.Specifically,a one-percentage-point increase in the standard deviation of government digital governance is associated with an approximate 6.98%increase in the unified national market index relative to its mean.Mechanism analysis reveals that government digital governance facilitates the construction of a unified national market by enhancing the integration of industrial layout and the synergy between domestic and foreign trade.The positive effects are more pronounced in regions with greater governance demands,more advanced governance models,and stronger governance capacities.This study offers insights for the development of a unified national market and the modernization of the governance system in the era of digital technology.
