摘要
“痕迹主义”问题一直困扰基层治理,且随着数字技术的运用与数实融合情境的深化,出现了新形态。不管是对其追根溯源还是剖析症灶,作为研究痕迹管理缘起与发展的重要学科——档案学,理应在治理痕迹管理的变种——“痕迹主义”问题中,提供独到见解和应对策略。数实融合新情境下,“收、管、存、用”作为档案工作最基础且最核心的流程,都发生了较大变化,为治理“痕迹主义”问题提供了可行路径——于“收”的维度建立协同合作体系,于“管”的维度强化公众参与方式,于“存”的维度革新档案保存模式,于“用”的维度塑造合理使用导向。
The issue of"traceism"has long plagued grassroots governance,and new forms have emerged due to the application of digital technology and the context of digital and real integration.Whether tracing its roots or analyzing its symptoms,archival science,as an important discipline that studies the origin and development of trace management,should provide unique insights and coping strategies on the governance of"traceism",a variant of trace management.In the new context of digital and real integration,the"collection,management,storage,and utilization"of archives,as the most basic and core processes of archives work,have undergone major changes,providing a feasible reference for the governance of"traceism":establishing a collaborative system in the dimension of"collection",strengthening public participation in the dimension of"management",innovating the archives preservation model in the dimension of"storage",and shaping a reasonable use orientation in the dimension of"utilization".
