摘要
海洋权益维护是中国共产党百年来伟大事业的重要组成部分。中国共产党海洋权益维护观念是海洋权益维护实践活动的理论基础,是中国共产党把马克思主义基本原理同中国海洋事业发展具体实际相结合、同中华优秀传统文化相结合的智慧结晶。中国共产党海洋权益维护观念的联系性、过程性、整体性特征彰显了“以道观之”的智慧意蕴。联系性体现在对海洋权益关乎国家主权与安全、发展利益的认知;过程性体现在海洋权益维护目标的嬗变历程与海洋权益维护能力的逐步提升;整体性体现在海洋权益维护与海洋维稳、保护海洋生态环境、承担国际责任等方面的相互统一。中国共产党海洋权益维护观念彰显的“以道观之”智慧是对“以物观之”和“以人观之”思想的超越,体现了全局观念和系统思维,既为我国海洋权益维护的理论建构和具体实践提供了智慧指导,也为全球海洋治理新秩序和海洋命运共同体的构建贡献了科学的思想方法。
Safeguarding maritime rights and interests is an integral part of the great endeavors of the Communist Party of China(CPC)over its century-long journey.The CPC's concept on safeguarding maritime rights and interests serves as the theoretical foundation for the practice of safeguarding maritime rights and interests.It represents an embodiment of wisdom in the CPC's effort to integrate the basic tenets of Marxism with the concrete reality of China's maritime development and with the fine traditional Chinese culture.The characteristics of the CPC's concept on safeguarding maritime rights and interests,such as interconnectedness,processuality and holism,highlight the wisdom of“observation from Dao”.Interconnectedness is reflected in the recognition that maritime rights and interests are related to national sovereignty,security,and development interests.Processuality is reflected in the evolution of goals for safeguarding maritime rights and interests,and the gradual improvement of the capabilities of safeguarding maritime rights and interests.Holism is reflected in the mutual unity of safeguarding maritime rights and interests and maintaining the maritime stability,protecting the marine ecological environment,and assuming international responsibilities.The wisdom of“observation from Dao”demonstrated by the CPC's concept on safeguarding maritime rights and interests is beyond“observation with objects”and“observation with people”.It embodies a comprehensive perspective and systematic thinking,providing a wise guidance for the theoretical construction and specific practice of safeguarding China's maritime rights and interests,as well as contributing scientific thinking methods to the construction of a new order of global maritime governance and a maritime community with a shared future.
