间断均衡理论视域下我国高校心理健康教育政策变迁研究

Research on the Development of Mental Health Education in Chinese Higher Education Institutions from the Perspective of Punctuated Equilibrium Theory

摘要 本文运用间断均衡理论,对改革开放以来我国高校心理健康教育政策文本进行了系统分析,旨在剖析政策变迁的内在逻辑与动力机制。研究发现,我国高校心理健康教育政策变迁过程经历了自发探索、制度奠基、规范发展、生态协同四个时期,呈现出阶梯式跃迁特征,其中,社会结构转型及高校环境的变迁、价值观念的革新以及焦点事件的催化是政策变迁的驱动因素。在此基础上,笔者提出完善政策制度、贯通政策链条、重视经验转化以及强化制度前瞻等优化路径,以期为我国高校心理健康教育政策的持续优化提供理论支持与实践参考。 By applying the theory of punctuated equilibrium,this paper conducts a systematic analysis of the policy texts on mental health education in Chinese universities since the reform and opening up,aiming to explore the internal logic and driving mechanism of policy changes.The research finds that the policy evolution process of mental health education in Chinese universities has gone through four periods:“spontaneous exploration”“institutional foundation”“standardized development”and“ecological synergy”,presenting a stepwise leap feature.The transformation of the social and university environment,the renewal of value concepts,and the catalysis of key events are the driving factors of policy changes.Based on this,suggestions such as improving policy systems,integrating policy chains,emphasizing experience transformation,and strengthening policy foresight are proposed,in order to provide theoretical support and practical references for the continuous optimization of mental health education policies in Chinese universities.
