基于TOE-H框架的高校图书馆员AI素养教育能力提升机制研究

摘要 人工智能技术的迅速发展正推动高校图书馆向智慧化服务转型,馆员AI素养教育能力的提升成为关键。基于技术—组织—环境—馆员(TOE-H)框架,系统分析当前面临的突出问题:技术层面,AI教育应用成熟度低、资源整合不足与伦理争议;组织层面,传统教育模式僵化、资金与人才缺乏;环境层面,缺乏统一能力标准与培训平台;馆员层面,AI工具接受度低、应用信心不足。针对上述问题,提出四维协同提升机制:技术上开发智能问答与个性化推荐系统,组织上加强AI技能培训与激励政策,环境上推动行业标准建设与需求对接,馆员层面强化创新意愿与使用信心。 The rapid development of artificial intelligence technology is promoting the transformation of university libraries to intelligent services,and the enhancement of librarians’AI literacy education ability has become the key.Based on the technology-organization-environment-librarian(TOE-H)framework,this paper systematically analyzes the outstanding problems faced at present:low maturity of AI education application,insufficient resource integration and ethical controversy at the technical level;at the organizational level,there is a rigid traditional education model and a lack of funds and talents;the lack of unified competency standards and training platforms at the environmental level;at the librarian level,it is necessary to enhance the acceptance and application confidence of AI tools.In view of the above problems,a four-dimensional collaborative improvement mechanism is proposed:at the technical level,develop intelligent Q&A and personalized recommendation system;at the organizational level,strengthen AI skills training and incentive policies;at the environmental level,promote the construction of industry standards and demand docking;at the librarian level,strengthen the willingness to innovate and use confidence.
