摘要
政策文本的科学指引是实现农业数字化转型升级的关键,因而旨在通过对省级层面农业数字化转型政策文本的风险识别,为政策的高质量内化和实效发挥提供理论参考和经验借鉴。立足我国地方政府政策扩散现实情境,首先对31个省163项省级层面农业数字化转型政策文本进行词频分析;而后运用PMC指数模型,在“结构-效力-工具”三维分析框架下对6项代表性政策文本开展分类评价。研究发现,我国省级层面农业数字化转型政策文本在结构维度存在僵化和短命风险,在效力维度呈现政策主体协同不足的沉默风险,在工具维度则面临关键环节和措施短缺的空制度化风险。针对这些风险,提出地方政府应通过优化层级互动关系、强化多元主体协同、建立对外合作机制及构建数字化产业协作平台等方式优化政策体系,以期从源头降低执行层面偏差性政策内化的风险。
Scientific guidance in policy texts is crucial for achieving the digital transformation and upgrading of agriculture.Therefore,by identifying and addressing risks in provincial-level agricultural digital transformation policy texts,this study aims to provide theoretical references and practical insights for the high-quality internalization and effective implementation of these policies.Based on the realistic context of policy diffusion among local governments in China,this study first conducts a word frequency analysis of 163 provincial-level agricultural digital transformation policy texts from 31 provinces.Then,using the PMC index model evaluation method,it carries out a classified evaluation of six representative policy texts under the three-dimensional analytical framework of"structure-efficacytools".The study finds that provincial-level agricultural digital transformation policy texts in China face risks of rigidity and short lifespan in the structural dimension,a silence risk due to insufficient coordination among policy actors in the efficacy dimension,and an empty institutionalization risk caused by shortages in key links and measures in the tools dimension.In response,local governments should optimize the policy system by improving hierarchical interactions,strengthening multi-stakeholder collaboration,establishing foreign cooperation mechanisms,and building digital industry cooperation platforms,so as to reduce the risk of deviated policy internalization at the execution level from the source.
