摘要
在人口形势逐渐严峻的形势下,农村青壮年劳动力外流加剧了农村地区婴幼儿照护服务供需失衡的困境。传统托育服务难以满足现代农村家庭托育的多元化需求。“时间银行”作为一种社会互助机制,为解决这一困境提供了新思路。“时间银行”通过时间或服务的交换实现互助,可以激活农村闲置劳动力资源,实现“老幼共育”的良性循环。通过顶层设计、协同运营、技术支持和宣传推广的协同作用,可以有效推动“时间银行”农村社区互助托育体系的可持续发展。
Amid a deteriorating demographic situation,the outflow of young and middle-aged labor from rural areas has exacerbated the imbalance between supply and demand for infant and child care services in these regions.Traditional childcare services struggle to meet the diverse needs of modern rural families.As a social mutual aid mechanism,the"Time Bank"offers a novel solution to this challenge.By facilitating exchanges of time or services,the Time Bank can mobilize idle rural labor resources and create a virtuous cycle of"co-raising the young and the elderly."Through coordinated top-level design,collaborative operation,technical support,and publicity efforts,the sustainable development of a rural community-based Time Bank childcare system can be effectively promoted.
