摘要
低生育率背景下,幼儿园托幼一体化作为优化教育资源配置的重要举措,对促进婴幼儿连续性与一体化发展具有关键作用。然而,基于协同理论视角审视当前实践,发现幼儿园托幼一体化发展面临协同困境,阻抑托幼一体化服务体系建设。具体表现为:内部协同不紧密,导致0-6岁保教体系割裂;外部协同不充分,制约多元主体共治格局形成;内外协同不顺畅,削弱托幼服务的整体效能。这些困境不仅阻碍托幼一体化体系的构建,也影响婴幼儿的均衡发展与教育公共服务的质量提升。因此,未来幼儿园托幼一体化发展中,一是要强化内部要素协同,重构0-6岁保教一体化体系;二是完善外部主体协同,构建多元共治的育人共同体;三是增强内外协同能力,提升系统环境适应与创新效能。
Amid declining fertility rates,the integration of kindergartens and nurseries stands as a vital strategy for optimizing educational resource allocation,playing a pivotal role in fostering continuous and holistic development for infants and young children.However,from the perspective of Synergy Theory,the current practice reveals that the integration of kindergartens and nurseries faces synergy dilemmas,which hinder the construction of an integrated service system.Specifically,the internal synergy is not close enough,resulting in a fragmented care and education system for children aged 0-6;the external synergy is insufficient,restricting the formation of a multi-subject co-governance pattern;and the internal and external synergy is not smooth,weakening the overall efficiency of the nursery and kindergarten services.These dilemmas not only impede the construction of an integrated nursery and kindergarten system but also affect the balanced development of infants and toddlers and the quality improvement of public education services.Therefore,in the future development of the integration of kindergartens and nurseries,it is necessary to strengthen internal element synergy,reconstruct the integrated care and education system for children aged 0-6;improve external subject synergy,and build a multi-subject co-governance educational community;and enhance the internal and external synergy capabilities to improve the system’s adaptability and innovation efficiency to the environment.
