陕西省农业科技成果综合评价指标体系研究及实施效果

Study on the Comprehensive Evaluation Index System of Agricultural Scientific and Technological Achievements in Shaanxi Province and Its Implementation Effects

摘要 构建农业科技成果评价指标体系对提高农业科技成果转化率具有重要的意义。文章针对陕西省农业科技成果丰富但成果转化率较低的现状,运用层次分析法、德尔菲法制定出适于陕西省农业科技成果综合评价的指标体系及评价流程。利用该评价体系和方法对21个新优品种、16个集成技术进行了成果综合评价,促进了20项技术成果成功转化,转化金额为6132万元,转化率为52.63%,在农业科技成果的研究、转化应用中产生了显著的经济和社会效益。 Establishing an evaluation index system for agricultural scientific and technological achievements is of great significance for improving the transformation rate of agricultural scientific and technological achievements.Aiming at the current situation of Shaanxi Province—where agricultural scientific and technological achievements are abundant but the transformation rate is relatively low—this paper adopted the analytic hierarchy process(AHP)and Delphi method to develop an index system and evaluation process suitable for the comprehensive evaluation of agricultural scientific and technological achievements in Shaanxi Province.It used this evaluation system and method to conduct a comprehensive achievement evaluation on 21 new and superior varieties and 16 integrated technologies,which promoted the successful transformation of 20 technological achievements.The transformation amount reached 61.32 million yuan,with a transformation rate of 52.63%.These achievements have generated significant economic and social benefits in the research,transformation and application of agricultural scientific and technological achievements.
