摘要
城市作为创新要素的集聚枢纽,其创新能力是建设创新型国家的重要支柱。该文基于2009—2021年中国城市面板数据,采用渐进双重差分模型,评估自由贸易试验区建设对城市创新能力的影响,并对其内在影响机制与城市异质性进行扩展分析。研究结果表明:自由贸易试验区建设对其所在城市的创新能力有显著增强作用,并且这种积极影响还显著地辐射至周边城市,促进其创新水平的提升;自由贸易试验区建设通过数字营商环境、对外开放程度、金融发展三个渠道,显著提高了城市创新能力。异质性分析显示,对于非直辖市、非省会城市,以及中西部地区的城市而言,自由贸易试验区建设对其创新能力提升的效果更为突出。因此,未来应持续推动自由贸易试验区建设,同时关注自由贸易试验区的辐射带动作用,实现地区协同发展。
As a hub of innovation elements,cities’innovation capacity is an important pillar of building an innovative country.This paper,based on China’s urban panel data from 2009 to 2021,uses the progressive difference-in-differences model to evaluate the impact of the construction of the Pilot Free Trade Zones on the innovation capacity of cities,and to expansively analyzing its internal influence mechanism and urban heterogeneity.The research results show that:the construction of the Pilot Free Trade Zones has a significant enhancing effect on the innovation capacity of their host cities,and this positive impact also significantly radiates to surrounding cities,promoting the improvement of their innovation level;the construction of the Pilot Free Trade Zones significantly improve the innovation capacity of cities through three channels:digital business environment,degree of opening-up and financial development.Heterogeneity analysis shows that for cities that are not directly under the jurisdiction of the central government or provincial capitals,as well as those in the central and western regions,the effect of building the Pilot Free Trade Zones on improving their innovation capabilities is more outstanding.Therefore,in the future,we should continue to promote the construction of the Pilot Free Trade Zones,while paying attention to their radiation and driving effect so as to achieve regional coordinated development.
