数智时代算法化治理的运作机制及其边界调适

The Operation Mechanism and Boundary Adjustment of Algorithms-mediated Governance in the Digital Intelligence Era

摘要 随着数智技术深度嵌入社会结构,算法化治理作为技术与社会互构的新型治理范式,通过算法系统实现社会事务的协调与控制。文章基于“主体—数据—算法—场景”四维分析框架,系统解构算法化治理运作的内在逻辑和协同演化。该治理范式以“产消者”角色驱动治理主体转型,通过数据采集、处理、应用及反馈的工作流程形塑治理逻辑,借助算法工具的技术中介功能实现决策范式的自动化与精准化,并在公共部门、商业平台、社会治理等场景中形成具体的适配性治理模式。算法化治理的有效运行有赖于技术赋能与边界调适之间的持续互动。 With the deep integration of digital and intelligent technologies into social structures,algorithms-mediated governance,as a new governance paradigm of mutual construction between technology and society,realizes the coordination and control of social affairs through algorithmic systems.Based on the four-dimensional analysis framework of“subject-data-algorithm-scenario”,the internal logic and co-evolution of algorithms-mediated governance operations are systematically deconstructed.This governance paradigm drives the transformation of governance subjects with the role of“producer and consumer”,shapes governance logic through the workflow of data collection,processing,application and feedback,realizes the automation and precision of the decision-making paradigm with the technical intermediary function of algorithm tools,and forms specific adaptive governance models in scenarios such as public sectors,commercial platforms and social governance.The effective operation of algorithms-mediated governance depends on the continuous interaction between technological empowerment and boundary adjustment.
