摘要
海岛是我国海洋可持续发展的重要基地及天然屏障。我国海域内存在大量无居民海岛,这些海岛不仅是我国国防安全的前沿阵地,也是我国海洋生态系统的重要组成部分,同时也是我国经济社会发展中具有极大潜力的待开发区域。为落实国家国防安全战略,科学开展无居民海岛的空间规划与开发利用,保护海岛及其生态系统,通过分析当前我国无居民海岛基本情况和开发利用现状,以及当前我国无居民海岛开发的战略和价值,总结了实施以保护为导向的无居民海岛开发利用策略的有效路径。
Islands are important bases and natural barriers for sustainable development of China's oceans.There are a large number of uninhabited islands in China's waters,which are not only the forefront of China's national defense and security,but also an important part of China's marine ecosystem.At the same time,they are also areas with great potential for economic and social development that need to be developed.In order to implement the national defense and security strategy,scientifically carry out spatial planning and development of uninhabited islands,protect islands and their ecosystems,and analyze the basic situation and current development and utilization status of uninhabited islands in China,as well as the strategy and value of developing uninhabited islands in China,an effective path for implementing a protection oriented strategy for the development and utilization of uninhabited islands has been summarized.
