摘要
随着视频监控技术在自然资源监管中的广泛应用,塔基视频已成为常态化监管的重要手段,尤其在土地利用监测、建设项目监管、生态环境变化评估及国土空间规划管理等方面发挥着关键作用,但存在有效监控区域覆盖范围、视频与场景融合化程度、应用系统建设等方面差异较大,以及智能化监测水平参差不齐等问题。本文通过分析研究江苏省土地资源视频监控系统建设现状,以及其他行业的视频监控系统规范,梳理了不同地区监控点布设、视频目标检测、视频空间定位等关键技术的应用差异。基于此,以优化监控点布局、提升目标检测与过滤的准确性、实现基于单目相机的远距离空间定位技术为重点,对土地资源视频监控系统的技术架构、监控设备硬件、视频智能监控技术、系统功能等核心要点进行规范设计,以期促进全省土地资源视频监控信息化统筹建设,提升自然资源智能化实时动态监测水平。
With the wide application of video surveillance technology in the supervision of natural resources,tower-based video has become an important means for normalized supervision,and it plays a crucial role especially in aspects such as land use monitoring,construction project supervision,ecological environment change assessment and territorial spatial planning management.However,challenges persist,such as varying coverage of effective monitoring areas,inconsistent integration of video and scenarios,disparities in application system development,and uneven levels of intelligent monitoring.This paper analyzes and studies the current construction situation of the video surveillance system for land resources in Jiangsu and the video surveillance system specifications from other industries,and sorts out the application differences in key technologies such as the layout of monitoring points,video target detection and video spatial positioning in different regions.On this basis,focusing on optimizing the layout of monitoring points,improving the accuracy of target detection and filtering,and realizing the long-distance spatial positioning technology based on monocular cameras,this paper conducts standardized design for the core elements such as the technical architecture,monitoring equipment hardware,video intelligent monitoring technology and system functions of the land resources video surveillance system,with the expectation of promoting the overall informatization construction of the land resources video surveillance system in the whole province and enhancing the intelligent real-time and dynamic monitoring level of natural resources.
