摘要
党的二十届三中全会提出完善收入分配制度。在共同富裕目标下,第三次分配被视为一种重要的资源分配方式,它通过个人自愿捐献等非强制性手段进行,弥补了市场机制和政府再分配政策的不足。第三次分配的概念最早由厉以宁教授提出,其内涵包括资源贡献者的广泛性和志愿性、涉及行业的多样性以及价值取向的深刻性。第三次分配有助于缩小贫富差距,丰富人民的精神文化生活,吸纳更多的社会资本参与实现先富带动后富的目标。第三次分配依托于中国共产党的坚强领导和政策支持,贯穿着以人民为中心的价值立场,关注民生改善,提升资源分配的效率和精准度。为了优化第三次分配,需要发挥政府引导作用,夯实第三次分配的主导机制;完善法律法规和政策环境,健全第三次分配的保障机制;加强慈善组织自身建设,完善第三次分配的功能辅助。
The third plenary session of the 20th central committee of the Communist Party of China proposed improving the income distribution system,and under the goal of common prosperity,the third distribution is regarded as an important way of distributing resources,which is carried out through non-compulsory means,such as voluntary contributions by individuals,and makes up for the market mechanism and the government's redistribution policy.The concept of third distribution was first proposed by Professor Li Yining,and its connotations include the breadth of resource contributors,the attribute of voluntariness,the diversity of industries involved and the profoundness of value orientation.The third distribution can help narrow the gap between the rich and the poor,enrich the spiritual and cultural life of the people,attract more social capital to participate,and to achieve the goal of"those who become prosperous first helping those who lag behind".The realization of the third distribution relies on the leadership of the CPC,which adheres to the value tenet of putting the people at the center,and has significant advantages in enhancing the efficiency and precision of distribution.In order to optimize the third distribution,it is necessary for the government to play a guiding role,improve tax incentives and fiduciary management mechanisms,and at the same time strengthen the construction of laws,regulations and policy environments,as well as the capacity building of charitable organizations themselves.
