摘要
随着超大特大城市人口规模持续扩张,其治理复杂度呈指数级增长,传统治理模式面临挑战,需要构建科学治理效能评价体系来破解当前超大特大城市治理效能衰减的困境,以助力超大特大城市治理范式转型。从治理现代化视角出发,结合新时代数智技术发展新趋势,融入“以人为本”的治理理念,整合多中心理论,构建了以治理主体多元性、治理制度公正性、治理工具创新性、治理过程安全性和治理结果包容性为核心要素的“五维协同”评价框架。在此基础上,强调指标体系的可操作性与动态调整能力,设计了“要素—维度—指标”三层次嵌套的评估体系,以提升评估体系的适应性与现实解释力,为超大城市治理提供了一个综合、系统的评估工具。
With the continuous expansion of the population scale of supercities and megacities,the governance complexity increases exponentially,and traditional governance models are facing significant challenges,which necessitates the construction of a scientific evaluation system of governance effectiveness to solve the current decline in governance effectiveness,in order to facilitate a paradigm shift in the supercities and megacities governance.From the perspective of governance modernization and in line with the new trend in digital and intelligent technologies in the New Era,this article incorporates the“people-centered”governance philosophy and integrates polycentric theory to construct a“five-dimension synergistic”evaluation framework,which is centered around five core elements:diversity of governance actors,fairness of governance institutions,innovation of governance tools,security of governance processes,and inclusiveness of governance outcomes.Based on this framework,the study emphasizes the operability and dynamic adaptability of the indicator system,and designs a three-level nested evaluation system of“element-dimension-indicator”to enhance the adaptability and practical explanatory power of the evaluation system,by doing so a comprehensive and systematic evaluation tool for the supercities and megacities governance is provided.
