摘要
发展低碳经济是实现地区经济高质量发展的重要举措。基于2011—2022年陕西省及其10个地级市的面板数据,从能源结构等6个维度构建低碳经济发展水平综合评价体系,对陕西省低碳经济发展水平进行测度。研究发现:陕西省及省内各地区、各市的低碳经济发展水平呈逐年上升趋势;关中与陕北、陕南地区之间的低碳经济发展水平差距有进一步拉大的趋势;各城市低碳经济发展水平存在显著差异,西安最高,商洛最低;除低碳产业外,低碳经济内部各维度的发展水平整体向好;人口素质、对外开放水平以及数字普惠金融发展显著促进了陕西省低碳经济发展水平提高。陕西省及其各市应贯彻落实低碳经济发展战略,依靠人才支持、金融支撑等手段促进经济发展方式向低碳化转型。
Developing low-carbon economy is an important measure to realize the high-quality development of regional economy.Based on the panel data of Shaanxi Province and 10 prefecture-level cities from 2011 to 2022,a comprehensive evaluation system of low-carbon economic development level was constructed from six dimensions such as energy structure to measure the low-carbon economic development level of Shaanxi Province.The results show that the development level of low-carbon economy in Shaanxi Province and other regions and cities in the province is increasing year by year;The gap of low carbon economic development level between Guanzhong,northern Shaanxi and southern Shaanxi has a trend of further widening.There are significant differences in the development level of low-carbon economy among cities,Xi'an is the highest,but Shangluo is the lowest;With the exception of low-carbon industries,the overall development level of low-carbon economy in all dimensions is improving;The quality of the population,the level of opening up to the outside world and the development of digital inclusive finance have significantly promoted the development level of low-carbon economy in Shaanxi.Shaanxi and its cities should implement the strategy of low-carbon economic development,and promote the transformation of economic development mode to low-carbon by means of talent support and financial support.
