摘要
新质生产力本质上是绿色生产力,发展新质生产力与实现“双碳”目标具有内在的高度契合性。新质生产力从科技创新、产业转型、要素重组3个方面为“双碳”目标的实现赋能。现阶段实现“双碳”目标在研发投入、资源配备、协同配合等方面上仍然面临着严峻的现实挑战,新质生产力的提出与“双碳”目标高度契合,是“双碳”目标实现的重要推力。以新质生产力赋能“双碳”目标实现的主要路径包括:加大研发投入,低碳技术强力赋能减排;强化配套保障,助推能源顺利转型升级;增加资源投入,加持产业绿色高效发展;加强协调执行,推进“双碳”政策有效落实。
The essence of new quality productivity is green productivity and the development of new quality productivity is highly compatible with achieving the dual carbon goal.New quality productivity empowers the achievement of the dual carbon goal from three aspects technological innovation industrial transformation and factor restructuring.At present achieving the dual carbon goal still faces severe practical challenges in terms of insufficient R&D investment uneven re-source allocation and ineffective coordination.The proposal of new quality productivity is highly compatible with the dual carbon goal and is an important driving force for achieving the dual car-bon goal.The main paths to achieve the dual carbon goal empowered by new quality productivity include increasing research and development investment and strongly empowering emission reduc-tion with low-carbon technologies Strengthen supporting support and promote the smooth transfor-mation and upgrading of energy Increase resource investment and promote the green and efficient development of industries Strengthen coordination and implementation and promote the effective implementation of the dual carbon policy.
