摘要
入世后我国政府行政要想迅速适应WTO规则,提高政府管理的国际竞争力,关键在于:政府制定经济贸易政策必须接受外部规范的约束;经济调节必须以规则为导向;树立"管理就是服务"的行政新理念;打破"诸侯经济",建立国内统一大市场;提高政策透明度,实现行政公开;"依法行政",成为"诚信"政府;强化涉外经济职能,提高管理国际化水平和强化保护"弱势群体"意识。
As to how Chinese governments at various levels adapt their administrations to the regulations of the World Trade organization, thus improving their managemental competitive eapaity throughout the world, in my article, it is pointed out that its key lies in: firstly, when they make economic and trade policies, the governments must be subjected to external standards; secondly, economic adjustment must be done on the basis of different regulations; thirdly, the new administrative concept that management means service must be established; forthly, the divided economy must be got rid of to set up united nationd market; fifthly, policy transparency must be increased and administration must be carried out openly to achieve administration in accordance with law and governments of honesty and trust worthiness; sixthly, the economic functions involving foreigh affairs of the governments must be rein for to improve the internationality of the administration; finally, the protection of the powerless must be strengthened.
