摘要
近年来,台湾地区当局的“侨务”政策已成为其与中国内地对抗的重要工具。台湾地区当局“侨务”政策主要包括拉拢台籍侨胞返台参与选举投票、推进“新南向政策”以降低对内地经济依存度、利用侨界声势扩大台湾地区国际影响力、争取侨生生源并培育岛内“侨务”人才,以及推行“华语文”教育等。这些政策的制定是出于两岸工作实力对比、华侨华人对台态度、台湾地区当局对当前形势的研判与网络社会的发展等原因。总体而言,台湾地区当局“侨务”政策仍服务于“台独”目标,其“台独”色彩更趋隐蔽性,并更加重视软实力建设和科技赋能。这对内地方面开展侨务工作、维护祖国统一提出了更高的要求。
In recent years,the"overseas Chinese affairs"policy of the Taiwan authorities has become an important tool for its confrontation with Chinese mainland.The"overseas Chinese affairs"policy of the Taiwan authorities mainly includes soliciting Taiwan region overseas Chinese to return to Taiwan region to participate in the election,promoting the"New Southbound Policy"to reduce the degree of economic dependence on the mainland,using the overseas Chinese community to expand Taiwan's international influence,and striving for students from overseas Chinese and cultivating talents for"overseas Chinese affairs"in the island,as well as promoting the"Chinese language"education.The"overseas Chinese affairs"policy was formulated out of the reasons such as the comparison of the strength of overseas Chinese affairs on two sides of the Taiwan Straits,the attitude of overseas Chinese towards Taiwan region,the study of the current situation and the development of the Internet society.Overall,the Taiwan authorities"overseas Chinese affairs"policy still serves the goal of"Taiwan independence",with its"Taiwan independence"colors becoming more insidious,and with more emphasis on soft power building and technological empowerment.This has put forward higher requirements for Chinese mainland to carry out overseas Chinese affairs work and safeguard the unification of the motherland.
