摘要
教师交流轮岗政策是实现义务教育区域优质均衡发展的重要改革举措。基于政策场域理论分析框架,本研究遴选了我国东、中、西部各一个县作为案例样本,通过对三县教师轮岗政策响应案例的比较分析发现:我国教师轮岗政策存在积极响应、规避响应和妥协响应等多种县域响应样态,部分县域政策响应成效仍差强人意,全员化、常态化的教师轮岗制度体系还有待进一步推进完善。当下,为激发新一轮县域教师轮岗政策活力,亟待强化顶层设计、加大监督力度、协调主体利益、扩大教育联盟,以缩小县域差异。
The teacher exchange and rotation policy is an important reform measure to achieve high-quality and balanced development of compulsory education regions.Based on the theoretical analysis framework of policy fields,through a comparative analysis of the response cases of teacher rotation policies in the eastern,central,and western counties,it is found that there are various county-level response patterns in China's teacher rotation policies,and the effectiveness of some county-level policy responses is still unsatisfactory.The full staff and normalized teacher rotation system stll needs further promotion and improvement.At present,in order to stimulate the vitality of the new round of county-level teacher rotation policy,it is urgent to strengthen toplevel design,increase supervision,coordinate the interests of stakeholders,expand education alliances,and narrow the differences between counties.
