摘要
自2022年初俄乌冲突爆发以来,北极地区呈现复杂的安全态势,地缘政治风险不断升级,北极安全治理也面临着前所未有的挑战。总体上看,当前北极地区的安全态势可以概括为“军事化”程度加强和美俄博弈加剧,这导致了本就存在机制缺陷的北极安全治理陷入了停滞。当前北极安全治理的困境主要在于多国意图加强在北极地区的军事存在和北极地区存在多重博弈阻碍北极安全合作等方面。为此,北极各利益攸关方应在凝聚共识、深化合作的基础上,积极参与北极安全治理,推动建立北极安全协调机制,共同完善北极安全治理体系。
Since the outbreak of the Russia-Ukraine conflict in early 2022,the Arctic region has shown a complex security situation,geopolitical risks have been escalating,and Arctic security governance is also facing unprecedented challenges.On the whole,the current security situation in the Arctic region can be summarized as the strengthening of“militarization”and the intensification of the US-Russia game,which has led to the stagnation of Arctic security governance with inherent mechanism defects.Presently,many foreign countries intend to strengthen their military presence in the Arctic region.Meanwhile,there are multiple games between non-Arctic countries and Arctic countries,as well as within Arctic countries,which hinder Arctic security cooperation.accordingly,Arctic stakeholders should actively participate in Arctic security governance,promote the establishment of an Arctic security coordination mechanism,and jointly improve the Arctic security governance system on the basis of building consensus and deepening cooperation.
